CREW SUPERVISOR- RIGHT OF WAY (ROW)

PURPOSE OF CLASSIFICATION
The purpose of this classification is to manage and supervise all aspects of the field Right Of Way (ROW) crews that conduct road and bridge maintenance, culvert installation and maintenance, and all other Public Works projects and activities. Reports directly to ROW Manager.

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

Communicates daily with ROW Manager with scheduling, equipment & material needs and project updates.

Supervises Crew Leaders and assist them in processing crew member concerns.  Daily task would include developing a daily schedule as well as a look ahead schedule anticipating equipment and employee shifting to meet the demands of ROW maintenance and construction. 

Supervises, directs, and helps evaluates assigned staff.  Under the guidance of the ROW Manager the Crew Supervisor – ROW reviews employee concerns and problems, directs work, counsels, disciplines, and helps complete employee performance appraisals.
Supervises and performs skilled maintenance work associated with the construction and maintenance of roads and bridges including guardrail, utility cuts & pot hole repair.
 
Monitors workplace safety; assures safe work area; assist in investigation and documentation of all incidents and accidents.
 
Assists in monitoring inventory levels of equipment, tools, and supplies; ensures availability of adequate materials and equipment to conduct ROW maintenance, construction and special projects.  Initiates requests for new materials.
Prepares or receives and reviews various forms, reports, correspondence, manuals, reference materials, or other documentation.
 
Attends and/or conducts staff and safety meetings.
 
Serves on call at all times for equipment emergencies.
 
Communicates with supervisors, employees, other departments, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Operates a pickup truck or other equipment as necessary to complete essential functions.

ADDITIONAL FUNCTIONS
Performs other related duties as required.MINIMUM QUALIFICATIONS
High school diploma or GED; ten years of experience in road maintenance and repair; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia commercial driver's license.PERFORMANCE APTITUDES
Data Utilization:  Requires the ability to review, classify, categorize, prioritize, and/or analyze data.  Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. 
 
Human Interaction:  Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities.
 
Equipment, Machinery, Tools, and Materials Utilization:  Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments.
 
Verbal Aptitude:  Requires the ability to utilize a wide variety of reference and descriptive data and information.
 
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
 
Functional Reasoning:  Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.
 
Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.

Physical Ability:  Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (20-50 pounds).
 
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals.  Some tasks require the ability to communicate orally.
 
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, electric currents, traffic hazards, or toxic agents.
