Job Overview
Assists in the administration, management and development of the White Plains Housing Authority, does work as required.
Under the general direction of the Executive Director, the incumbent of this class is responsible for assisting the Executive Director in all aspects of the administration, management, supervision and development of the public housing programs and service, in accordance with NYS Public Housing Law and the regulatory requirement of the US Department of Housing and Urban Development as the designated Local Public Housing Authority. Responsibility involves interaction at a managerial level with other departments of City government, State and Federal agencies, private developers, banking representative, contracted service providers, community organizations, as well as members of the Housing Authority Board, its affiliates/instrumentality, and members of the diverse community served. Represents and acts for and on behalf of the Director, as assigned and in the absence of the Director. Supervision is exercised over an administrative and program staff.
EXAMPLES OF WORK:
Assists the Executive Director in the implementation of HUD and NYS Housing regulations, standards, and reporting requirements involving highly sensitive issues and decisions;
Assembles and distributes supportive documentation for meetings of the WPHA Board and its affiliates/instrumentality, and agenda items; maintains a database of all actions;
Prepares Resolutions and By-Law revisions in coordination with the General Counsel; records approval, secures all required signatures, insures implementation and payments;
Oversees the daily office management and administrative functions of the WPHA, including staff supervision and scheduling, time & leave, interviewing and selection of new staff;
Participates in the planning and implementation of the WPHA's private development and RAD conversion of various public housing facilities in coordination with architects, consultants, banks, lenders, Section 8, Property Management Companies;
Monitors revenues, expenditures, cash flow, reviews disbursements for the WPHA and its affiliates prior to payment;
Oversees all tenant accounts, application and selection procedures, and rent collection procedures;
Recruits, trains, supervises, disciplines and evaluates the performance of all assigned Housing Authority employees consistent with the provisions of NYS Civil Service Law and the applicable labor agreements for union covered employees;
Promote good working relations with tenant groups, community leaders, Board of Education and City agencies;
Attends conference and meetings with local, state, and federal agencies;
Acts for and on behalf of the Director, as assigned, or in the absence of the Director; reviews documents for their signature.
MINIMUM QUALIFICATIONS: Either:
(A) Bachelor's Degree in Business or Public Administration and four (4) years of progressively responsible management experience in public housing in an automated environment, two (2) of which must have been in a supervisory or administrative capacity (defined as accountability for the control of resources and subordinates with in a large or major functions); or
(B) Satisfactory completion of 30 credits at a recognized college or university* toward a Master's Degree in Business or Public Administration, Urban Planning, Finance, or a field of Housing may be substituted for each year of the above stated experience, exclusive of the supervisory/administrative level, which is required.
( C) Bi-Lingual preferably Spanish speaking but not required.
SPECIAL REQUIREMENT: Must possess a valid license to operate a motor vehicle in the State of NY.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES:
Comprehensive knowledge of federal HUD regulations and NYS public Housing Law; through knowledge of the laws, rules and regulations governing the planning, financing, development and operation of the public housing facilities; thorough knowledge of the principles and practices of public administration specific to public housing; ability to function at an executive level, with the trust and confidence of the Executive Director and members of the Housing Authority Board; ability to plan, supervise, schedule and coordinate the work of others; ability to work effectively with and be responsive to the needs of a diverse community; ability to coordinate the activities of the Housing Authority with federal, state and City agencies; ability to promote the programs of the Housing Authority with the community; ability to communicate effectively both verbally and in writing; integrity; dependability; courtesy, resourcefulness; initiative; good judgement; ability to perform in a reasonable manner the essential functions of the position.
PREFERRED SKILLS
Strong financial acumen, A/R and or A/P skills, Administrative, Clerical, Calendar management skills a plus. Notary a plus.
