POSITION SUMMARY
The EAP Specialist serves as the operational lead for the Employee Assistance Program (EAP), overseeing daily program administration, provider network operations, financial processes, compliance coordination, and client account management. This role exercises independent judgment in managing program workflows, resolving operational issues, and ensuring contractual and regulatory compliance. The position functions with minimal supervision and is responsible for making decisions that directly impact EAP service delivery, provider relations, and client satisfaction.

EDUCATION AND EXPERIENCE/QUALIFICATIONS
Bachelor’s degree preferred in Business Administration, Healthcare Administration, Social Services or a related field.
Minimum of 3–5 years of progressively responsible experience in healthcare administration, program operations, EAP administration, behavioral health operations, or provider network management required.
Experience with contract administration, financial reconciliation, utilization reporting, and regulatory compliance required.
Experience independently managing operational workflows and vendor/provider relationships preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Answers the EAP client line and correctly triages calls, including clinical emergencies. Provides intake coordination for supervisory referrals.
Makes appropriate referrals to provider network, work-life programs, or alternative care. Demonstrates familiarity with mental health and substance abuse services, facilities, and community resources available in Central Connecticut.
Serves as primary operational contact for client companies regarding service implementation, reporting, and program performance matters.
Interprets EAP contract provisions and provides clarification to client organizations.
Provides EAP Manager with client company contact information wherein requests for EAP Management Consultation and Referral, Crisis Intervention and Critical Incident Response (CIR) needs are identified. Assists EAP Program Manager with coordination of Wheeler EAP Affiliate services to support these customer requests.
Maintains Affiliate Provider Agreements with network or ancillary service providers for a national and CT based network. Maintains a complete listing of all providers’ geographical location and clinical specialties. Supports special requests for identifying community resources outside of CT.
Maintains oversight of Business Associate Agreements and contractual documentation to ensure regulatory compliance.
Reviews and approves provider invoices for payment, ensuring contractual compliance and budget alignment.
Serves as primary liaison with Accounting regarding accounts receivable, accounts payable, and reconciliation of EAP-related expenses.
Maintains timely, legible, correct, and complete EAP case management files/activities for reporting and tracking purposes.
Independently evaluates operational issues and implements process improvements to enhance program performance.
Compiles accurate EAP Utilization Reports, as required, and distributes reports to EAP Manager.
Monitors program utilization trends and financial performance, identifying areas of risk or opportunity and making recommendations to leadership.
Coordinates communication with all Affiliate Providers regarding invoices, case management files, and Release of Information forms as necessary.
Leads affiliate provider recruitment, screening, and credentialing processes, making recommendations regarding network participation and termination.
Exercises independent judgment in evaluating provider qualifications, insurance coverage, licensure status, and compliance standing.
Assists with the development of customer correspondence and proposals, manages inventory and ordering of EAP promotional materials and office supplies and processes mail.
Prepares mailings, newsletters, and correspondence for contracts.
Assists with the management of vendor service relationships with Work-Life Services and EAP Data Management Providers.
Continues to develop knowledge and understanding about the history, traditions, values, family systems, and artistic expression of groups served as well as uses appropriate methodological approaches, skills, and techniques that reflect an understanding of culture.
