The Accountant position is located at the Department of Veteran Affairs (VA), Veteran Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Salisbury VA Medical Center (VAMC), Finance Service.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for entry into this job series, and it is something that will not be waived. To qualify for the GS-0510 Accounting occupational series, applicants MUST possess the following:

Education: Bachelor's degree or higher, from an accredited college or university, in Accounting, or in a related field such as Business Administration, Finance, or Public Administration, that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
A combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. OR
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. OR
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to Individual Occupational Requirements, you must qualify based on your experience as described below:

Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Professional knowledge of budgetary and accounting theories, practices, methods, and techniques necessary to independently accomplish the completion of a wide variety of accounting assignments pertaining to general ledger accounting, interoffice accounting, revolving fund accounting, budgetary accounting, cost accounting, deposit fund accounting, and trust fund accounting. Skill and ability to analyze the various accounting systems to ensure integrity and in adapting analytical techniques to solve a variety of accounting problems. Thorough knowledge/experience in all fiscal activities and their correlation to advise management with respect to financial data and resources to manage Medical Center programs. Skill and comprehensive knowledge of various accounting concepts that must be applied to a variety of accounting situations and transactions to ensure the successful implementation/effective operation and maintenance of various automated and manual accounting systems utilized by the Veterans Health Administration (VHA) such as Financial Management System (FMS), Personnel and Accounting Integrated Data (PAID) and Veterans Health Information and Technology Architecture (VISTA)/other related federal accounting automated/manual accounting systems guidelines. Working knowledge of the Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAP) and its interrelationship with the FMS system to analyze and solve system problems that may arise. Extensive knowledge/experience in personal computer programs and the use of spreadsheets and word processing documents to include developing graphs from the data entered to these programs.

Education: To qualify at the GS-11, you must have successfully completed a Ph.D., or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a Ph.D. that demonstrates the knowledge, skills, and abilities necessary to do the work of this position
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond successfully completing graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Responsibilities:

The Accountant performs the full range of professional accounting work requiring the application of sound accounting principles, theories, concepts and practice. Responsible for the maintenance, reconciliation and auditing of accounts in a general ledger covering the full range of assets, liabilities, income, expense, cost accounting and budgeting. Additional duties and responsibilities include but are not limited to the following:
  • Provides accounting expertise and fiscal services to subordinates as well as department, top management, and/or VA Central Office (VACO) financial management.
  • Provides Financial Management Services (FMS), Integrated Funds Distribution, Control Point Activity, Accounting and Procurement System (IFCAP), and Fund Management training to accounting technicians, control point officials, service/service line chiefs and fund control clerks throughout the Medical Center.
  • Verifies payment disbursements, traces cancelled and improper billing as well as generating bills for debt collections as required by VA and VHA financial policies.
  • Monitors unfavorable trends or deviation and suggests necessary corrective action.
  • Manages processing and input of reconciliations and audits as directed by the Centralized Finance Service (CFS),
  • Directs the preparation, reviews and analyzes reconciliation reports. These reports consist of the trail balances, operation of personnel quarters, Real Property Reports, accounts payable, accounts receivable, undelivered orders, Credit Card System and cost reports for all FMS, IFCAP and Personnel and Accounting Integrated Data (PAID) systems.
  • Maintains and performs monthly reconciliation of various general ledger accounts with related subsidiaries for various independent appropriations, including revolving funds, fund accounts, construction and grant accounts.
  • Utilizes knowledge of Federal statues, VA Handbooks, Directives, guidelines, Comptroller General Decisions, regulations of the U.S Treasury Department, General Accounting (GAO), Office of the Inspector (OIG), Office of Management and Budget (OMB), along with a comprehensive understanding of management, payroll, budgeting techniques, systems, and financial accounting to perform accounting/auditing duties.
