Western Tidewater Community Services Board

Western Tidewater Community Services (WTCSB), established in 1971, is the single point of entry for mental health, developmental disabilities, and substance abuse services in Franklin and Suffolk, and in the counties of Isle of Wight and Southampton.  WTCSB provides integrated and wraparound care for individuals within the region experiencing a decline in their mental health. 

Clinician I/Counselor I

Description:

The primary objective of Clinician I/Counselor I is to provide quality care that helps individuals achieve their fullest potential in the least restrictive alternative. They perform complex professional work to support a full range of mental health, substance use, developmental disabilities, and/or prevention services for individuals and their families. The work is performed independently under the general supervision of the Program Manager. It may be performed in various settings, such as schools, consumers’ homes, or outpatient clinics.

Responsibilities and Duties:

·       Consistently exercising discretion and judgment to analyze, interpret, make deductions, and decide what actions are necessary based on the varying facts and circumstances of each case.

·       Document all services and support according to the agency policy and procedure, and as required for reimbursement for any services rendered in a timely manner.

·       Coordinate and provide effective behavioral health treatment and interventions according to the individual's established treatment plan and within the parameters of the assigned program.

·       Establish and maintain interagency working relationships regarding the provision of the services needed.

·       Prepare reports on consumers for other inter- and /or intra-agency use to include administrative statistical data as needed.

·       Attend and actively participate in scheduled staff meetings and other relevant work-related meetings.

·       Provide mental health consultation to professionals and paraprofessionals of other agencies.

·       Maintain records in compliance with existing standards and policies to assure protection of consumer confidentiality and comply with fiscal guidelines to ensure reimbursement from third-party payers.

·       Participate in clinical case supervision, continuing education, conferences, and workshops to improve clinical skills.

·       Safeguard and ensure the rights of the individual while complying with all Human Rights Regulations and reporting procedures. 

·       Ensure the health, safety, and welfare of the individuals served by complying with OSHA regulations.

·       Maintain individual records in compliance with the Department of Behavioral Health and Developmental Services regulations, Department of Medical Assistance Services’ regulations, and Agency policy.

·       Abide by agency policies and procedures.

·       Work toward established program goals.

·       Perform other related work as requested by Program Manager, Clinical Administrator, or Director.

Qualifications:

·       Bachelor’s degree in a human service field, including but not limited to, social Work, Psychology, or counseling

·       One year of clinical experience in a mental health, intellectually disabled, substance abuse facility, or similar setting.

·       Availability of personal transportation for on-the-job use as needed.

·       Must be a Qualified Developmental Disabilities Professional (QDDP)or a Qualified Mental Health Professional (QMHP)
