Job Summary
The open position is for a Plant Operations LDAR Analyst, as a member of the Western Midstream (WES) Operations LDAR Team. This position will be located at WES’s Gillette WY Office or one of the Wyoming Gas Processing Plants (Hilight, Steamboat, 50 Buttes) and will be a member of the Operations LDAR team. The position will provide air quality regulatory compliance support for the Hilight, Steamboat and 50 Buttes gas plants.
Qualifications:
High school diploma or equivalent required.
Grade and salary will be commensurate with relevant education and experience.
Certifications/Licenses:
Valid driver's license with no restrictions that would prohibit driving a company vehicle is required.
Relocation:
This position is not eligible for domestic relocation.
Travel Requirements:
The percentage of travel required for this position is 0 – 10 (between plants)
Work Schedule:
This position will most likely be a 5/40 schedule, but may require occasional weekends, or holidays.

Qualifications:
- Experience with all aspects of gas plant LDAR compliance program (Required)
- Experience with all aspects of Gas Plant Infrared camera federal and state LDAR compliance programs (Preferred, but not required)
- Knowledge of LDAR state and federal regulatory requirements. With a comprehensive understanding of NSPS VVa & OOOOa (Required)
- Ability to effectively communicate with operations/technical staff, management, and regulatory agency personnel
- Operational experience including understand of MOC program processes, understanding of gas plant processes and ability to understand gas plant P&IDs
- Proficient technical and computer skills, including Microsoft Office Suite
- Excellent written and verbal communication skills
- Experience with LDAR database software programs, must be proficient with GuideWare database (Required)
- Experience with LDAR related hardware and tools (TVA & Handheld PC or Tablet) (Required)
- Ability to climb stairs, ladders, and work from heights
- Detail Orientated
- Possess strong problem-solving skills
- Possess strong organizational skills
- Possess strong Planning / Scheduling skills
- Experience with SAP (creating & closing of work orders) (Preferred, but not required)
- Accountable for personal safety, the safety of co-workers and promoting a safe work environment.
- Day to day oversite of the field compliance of the LDAR program (Work with plant operations and WES LDAR Representatives on field compliance)
- Responsible for field quality and improvement of the LDAR program
- Conduct weekly field audits on LDAR contractor personnel
- Conduct QA/QC assessments as outlined in the LDAR Quality Assessment Schedule
- Conduct Operational assessments as outlined in the LDAR Operational Assessment Schedule
- Review documentation of Daily Calibration/Precision Calibration /response time tests/drift checks of monitoring instrument
- Review monitoring data each day/week/period to ensure compliance
- Review open leaks to manage deadlines and repairs
- Ensure contractors are performing required tasks and programs efficiently, accurately, and safely
- Provide updates and reports to Operations and Environmental Department
- Perform, document and review LDAR inventory (when needed)
- Document and report any tag maintenance and inventory discrepancies found in the field
- Participate in the Management of Change (MOC) process and assist to maintain the accuracy of field inventories
- Participate in Delay of Repair (DOR) process
- Participate in Tag Management Form (TMF) process
- Responsible for LDAR compliance program oversight at gas plants
- Participate in OGI surveys (If or when needed)
- Participate in advanced repairs (If or when needed)
- Perform re-inspections and special non-routine inspections when requested using Method 21
- Assist in identification of rule, service, stream and scope applicability (required)
- Complete documentation and QA/QC of inventory projects in the field and in the database
- Complete review of inventory discrepancies reported by field personnel and LDAR contractor
- Responsible for LDAR program training maintaining procedure documents
- Interface with regulatory agency representatives for information requests, inspections, audits, and other related activities
