INTRODUCTION
The Department of Defense (DoD) HIV/AIDS Prevention Program (DHAPP) is a global HIV program that supports partner militaries in strengthening HIV prevention, testing, treatment, laboratory systems, strategic information, surveillance, and program management capabilities. Through military-to-military partnerships, DHAPP works to improve force health readiness, strengthen military health systems, and support sustainable HIV programs worldwide.
Working in collaboration with partner Ministries of Defense, U.S. Embassies, implementing partners, and other U.S. Government stakeholders, DHAPP supports HIV epidemic control and long-term program sustainability across more than 40 partner countries.
The Desk Officer serves as the primary headquarters liaison for assigned country portfolios and is responsible for coordinating operational, programmatic, and strategic support between DHAPP headquarters, country teams, partner militaries, implementing partners, and other stakeholders. The position reports directly to the Branch Chief and/or Deputy Branch Chief and works closely with Technical Programs, Strategic Information, Epidemiology, Operations, and Country Support Teams.

DESCRIPTION OF DUTIES
1. Country Program Management and Oversight
• Serve as the primary headquarters point of contact for assigned country portfolios.
• Monitor country program implementation, performance, milestones, and deliverables.
• Support development and execution of country strategies, implementation plans, and annual work plans.
• Coordinate routine communication among DHAPP headquarters, partner militaries, implementing partners, U.S. Embassies, and internal stakeholders.
• Identify programmatic risks and coordinate appropriate mitigation strategies.
• Maintain situational awareness of country-level developments that may affect program implementation.
2. Strategic Planning and Program Support
• Support development and review of country strategies, operational guidance, implementation plans, and other planning documents.
• Assist with annual planning, budgeting, target setting, and program prioritization activities.
• Coordinate responses to leadership taskers, information requests, and action items.
• Support implementation of DHAPP strategic priorities and branch initiatives.
3. Stakeholder Engagement
• Coordinate with partner Ministries of Defense, U.S. Embassies, implementing partners, and DHAPP headquarters staff.
• Foster collaboration across DHAPP branches to ensure integrated program support.
• Participate in meetings, technical discussions, working groups, and country reviews.
• Represent DHAPP during internal and external engagements as appropriate.
4. Program Monitoring and Performance Management
• Review country reports, quarterly reviews, and program updates.
• Monitor progress toward program goals and performance objectives.
• Coordinate technical assistance requirements with Technical Programs, Strategic Information, Epidemiology, and Operations.
• Track action items and ensure timely follow-up on country-specific issues.
5. Travel and Field Support
• Conduct Temporary Duty (TDY) travel in support of program implementation, stakeholder engagement, assessments, site visits, and strategic planning activities.
• Participate in country reviews, partner engagements, and field monitoring activities.
• Provide operational and programmatic support during TDYs, as required.
6. Additional Duties
• Participate in DHAPP all-hands meetings, branch meetings, and cross-functional working groups.
• Contribute to special projects, strategic initiatives, and continuous process improvement efforts.
• Perform other duties as assigned.

REQUIRED QUALIFICATIONS
• Master's degree in Public Health, International Health, Health Sciences, Public Administration, Epidemiology, Global Health, or a closely related discipline from an accredited institution.
• Minimum of three (3) years of progressively responsible experience supporting international public health, global health, HIV programs, program management, or related fields.
• Experience supporting military health programs or U.S. Government-funded international health programs is preferred.
• Knowledge of HIV prevention, care, treatment, laboratory systems, strategic information, monitoring and evaluation, or related public health disciplines.
• Strong organizational, analytical, and problem-solving skills.
• Demonstrated ability to manage multiple priorities in a dynamic environment.
• Excellent written, verbal, and interpersonal communication skills.
• Ability to build collaborative relationships with domestic and international stakeholders.
• Proficiency with Microsoft Office applications and virtual collaboration platforms.

DESIRED QUALIFICATIONS
• Master of Public Health (MPH).
• Experience working with partner militaries, Ministries of Defense, U.S. Government agencies, or implementing partners.
• Experience supporting HIV/AIDS, global health, or military health programs.
• Experience with strategic planning, program management, monitoring and evaluation, or grant oversight.
• Foreign language proficiency is desirable.

ADDITIONAL REQUIREMENTS
• U.S. citizenship.
• Ability to obtain and maintain the required Public Trust Clearance.
• Ability and willingness to travel domestically and internationally up to 30% of the time.
• Ability to work effectively across cultures, time zones, and multidisciplinary teams.
