POSITION SUMMARY:
The Human Resources Specialist/Generalist is responsible for supporting core HR functions, including personnel file administration, HRIS management, employee relations, employee engagement and recognition programs, and new hire onboarding and orientation. This role serves as a key advisor to managers, providing guidance on employee relations, performance management, and policy interpretation while ensuring compliance with California labor laws and organizational standards. Essential Job Functions include those listed below.
ESSENTIAL JOB FUNCTIONS:
Personnel Records & Compliance
- Maintain accurate, up-to-date, and compliant employee personnel files in accordance with California labor laws and company policies
- Ensure proper documentation, confidentiality, and record retention practices
- Conduct regular audits of personnel files and HR records for compliance and accuracy
HRIS Administration
- Manage and maintain the Human Resources Information System (HRIS)
- Ensure data integrity through audits, updates, and system maintenance
- Generate and analyze reports related to workforce data, compliance, and trends
- Serve as the primary point of contact for HRIS-related inquiries and troubleshooting
Employee Relations & Manager Guidance
- Serve as a primary HR contact for employee concerns, questions, and workplace issues
- Provide day-to-day guidance and coaching to managers on:
- Performance management
- Corrective/disciplinary actions
- Conflict resolution
- Policy interpretation and application
- Support and document employee relations matters, including workplace investigations
- Partner with leadership to address and resolve employee concerns in a timely and consistent manner
- Ensure fair and consistent application of policies and practices
New Hire Onboarding & Orientation
- Coordinate and facilitate new hire onboarding and orientation processes
- Ensure completion of all required employment documentation (I-9, tax forms, policy acknowledgments, etc.)
- Educate new hires on company policies, procedures, and workplace expectations
- Partner with managers to support a smooth onboarding experience
Employee Engagement & Recognition
- Develop, implement, and/or manage employee recognition and engagement programs
- Support initiatives that promote a positive workplace culture, employee morale, and retention
- Assist in planning employee events, trainings, and organizational activities
Policy Administration & Compliance
- Interpret and apply company policies in alignment with California employment laws
- Stay current on California HR regulations (wage and hour, leave laws, harassment prevention, etc.)
- Assist with policy updates and ensure communication and understanding across the organization
General HR Support
- Respond to employee inquiries regarding HR policies, procedures, and benefits
- Must Embrace and embody the mission, vision, guiding principles, clinical vision, and goals of WestCare Foundation; and
- Perform all other duties as assigned.
ESSENTIAL QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform the duties and responsibilities satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Experience and Competencies:
- Strong working knowledge of California labor laws and HR best practices
- Experience advising and supporting managers on employee relations matters
- Experience with HRIS systems (e.g., ADP, Paycom, UKG, or similar)
- Strong interpersonal, coaching, and conflict resolution skills
- Excellent organizational skills and attention to detail
- Ability to handle sensitive and confidential information with discretion
- Proficient in Microsoft Office Suite (Word, Excel, Outlook)
- Ability to obtain and maintain clearance from the California Department of Corrections & Rehabilitation (CDCR)
- Valid driver’s license and ability to obtain and maintain WestCare’s vehicle insurance
- Ability to obtain and maintain CPR certification, first aid certification, and an annual tuberculosis test
- During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
EDUCATION and/or EXPERIENCE:
- Minimum of 3–5 years of progressive HR experience, preferably in a generalist role
- Experience in nonprofit environments is strongly preferred
- Bachelor’s degree in human resources, Business Administration, or related field (or equivalent experience)
LICENSURE/CERTIFICATION:
- HR certification (e.g., PHR, SHRM-CP) is preferred.
WORKING CONDITIONS:
- Occasional local and state-wide travel in CA, some out of state travel to meeting locations across WestCare, including overnight stays
- Work is performed primarily in a professional, office setting.
- A minimum of 40 hours per week are expected but significantly more hours will be required from time to time. Completion of job duties may require working before and after normal working hours. Regular attendance is required. Being able to work as many hours as is necessary to complete job tasks is a required and essential duty of this position.
Salary : $70,000 - $75,000
