Essential Job Functions:
- Provides managerial, programmatic, and operational leadership to program staff under the guidance of the Regional Administrator;
- Implements and maintains methods for ensuring continuous and ongoing excellence in service quality and contract compliance;
- Develops and maintains positive working relationships and partnerships with federal, state, regulatory, and funding, and other bodies;
- Effectively implements and produces regular programmatic, budgetary, and management reports—reporting to the Regional Administrator on a regular basis;
- Works to enhance the scope and size of services within assigned area(s);
- Serves as a mentor for program staff, offering coaching and guidance where needed;
- Collaborates with the Regional Administrator and state HR Representative to hire and retain talent, process disciplinary occurrences, and ensure compliance with agency policies and procedures;
- Reviews the performance of designated staff on a yearly basis, recommending pay and position changes as necessary;
- Identified media outlets and methods of communication with the community;
- Works to secure additional funds for program activities in collaboration with WestCare grant-writing staff and state leadership;
- Oversees facility upkeep, including the ordering of supplies and ensuring compliance with health, fire, and other regulatory standards;
- Acts as a liaison between WestCare and external agencies;
- Supports designated staff by being “on call” for emergencies on a 24hr basis and responding to emergency situations in a way that is consistent with WestCare’s policies, procedures, and ethical standards;
- Actively works to ensure a positive working environment for all staff;
- Assists the Regional Administrator in management, administrative, compliance, and funding-related activities as required;
- Divides time between multiple grants, (including both local and federal), and acts as the “Project Director” for designated grants;
- Ensures staff accurately track hours worked, reviewing and approving timecards on a regular basis;
- Embraces and embodies the mission, vision, guiding principles, clinical vision and goals of WestCare Foundation;
- Performs any other duties as assigned.

- Relevant licensure and/or certification preferred. Preference will be given to certified candidates;
- Valid driver’s license and the ability to obtain and maintain WestCare’s vehicle insurance is required.
- Graduation from an accredited four-year college with a degree in Counseling, Criminal Justice, Social Work, Psychology or field related to the position is preferred;
- Graduation from an accredited master’s level program is preferred;
- High School Diploma or equivalent is required.
- Three to five (3-5) years of experience in a comparable role required;
- At least two (2) years of experience in a leadership role with direct reports required;
- At least one (1) year of experience in behavioral health, social services, or related industry required;
- Experience working as a “Project Director” or equivalent within a federally-funded grant preferred;
- Knowledge of the criminal justice system is required;
- Excellent communication skills required;
- Ability to exercise good judgment and discretion required;
- Ability to work well in a team environment required;
- Ability to adhere to the highest standard of ethical conduct and confidentiality required;
- Professional appearance and demeanor required;
- Must be culturally/linguistically sensitive to populations served;
- Intake and assessment experience is highly preferred;
