Handles various clerical and technical duties including deed processing, correspondence, filing, and input of data using Tax Assessment and Tax Collection systems, as well as Microsoft Excel, Word, and Outlook. The work is to be performed under the general supervision of the Tax Assessor and/or designee.

ESSENTIAL JOB FUNCTIONS:

  • Data Entry into the Tax Assessment and Tax Collection systems.
  • Process SR1-A Forms and Deeds.
  • Update and maintain property record files with manual entries, as well as computer generated reports.
  • Work with the Tax Assessor and Assistant Assessor to update and maintain accurate property record files (both paper and digital).
  • Compose simple, routine letters and coordinate mass mailings of annual Chapter 91 Forms and Farmland Assessment Forms.
  • Create and maintain a variety of databases, memos, forms, letters, agendas, spreadsheets, and reports on the basis of information provided.
  • Operate computer, printer, copier, fax, postage, scanning equipment.
  • Professionally answer and initiate telephone calls as instructed regarding tax assessments and tax payments. Work with the Tax Assessor and Assistant Assessor to schedule property assessment inspections.
  • Assist the Tax Assessor and Assistant Assessor in conducting field inspections for assessment reviews and Added/Omitted Assessments.
  • Assist walk in traffic to the Division of Finance in reaching the proper desk for their needs. Assist property owners, realtors, and appraisers with property inquiries.
  • Assist the Assistant Assessor by proofreading the Added and Omitted Assessment List and the Annual Certified Assessment List.
  • File (both manually and digitally) or retrieve information as required.
  • Perform other duties as assigned by the Tax Assessor, Assistant Assessor, Tax Collector and Chief Financial Officer, or designee.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of general office practices and procedures.
  • Ability to work independently and deal effectively with the public and governmental officials with working knowledge of the operating practices of local government and taxation.
  • Ability to communicate effectively with property owners, realtors, appraisers, government officials and township staff members.
  • Ability to read from a hand-written document and to type proficiently and accurately.
  • Proficient with the use of business English, spelling and grammar.
  • Intermediate to advanced office skills such as data entry, filing, phone etiquette, composition of business letters and proofreading.
  • Willingness to work in a friendly, cooperative manner, with good team spirit.
  • Knowledge of property valuation, assessing, or appraising preferred. Strong math/analytical skills required, (i.e. decimals, fractions and percentage calculations).
  • Computer/Internet proficiency; extensive knowledge working with Microsoft Outlook, Excel, and Word including mail merge functions as well as creating documents and spreadsheets and generating labels and reports.
  • Ability to maintain focus and attention to detail through multistep computer processes completing work accurately.
  • Ability to organize time efficiently among various duties, tasks and supervisors.

QUALIFICATIONS:

  • High school diploma or GED equivalency degree.
  • One-year work experience in Municipal Tax or Finance office preferred. Experience in Real Estate or Appraisal office acceptable.
  • Familiarity with reading and understanding tax maps and legal business documents such as deeds and income and expenses documents preferred.
  • Ability to maintain records and databases with accuracy.
  • General computer operations and working knowledge of the Tax Assessment and Tax Collection systems. Can perform data entry, arithmetic, and simple accounting procedures with accuracy.
  • Flexibility to undertake a variety of assignments with strong focus on prioritizing tasks to meet deadlines given.

RESIDENCY LAW: Pursuant to N.J.S.A. 52:14-7 (L. 2011, Chapter 70), also known as the “New Jersey First Act,” all persons newly hired by the Township on or September 1, 2011, shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. Exemptions may be granted on the basis of critical need or hardship.
