The employee will be assigned to the Division of Water and Waste Management, Permitting, General Permits and Support Team. The employee’s assigned office will be located in Kanawha City. Under close supervision of a Senior Technical Analyst, the employee performs administrative work for a wide variety of engineering services within a team environment.

The employee will develop Draft General Water Pollution Control Permits for Public Notice and Issuance for a variety of industrial activities and domestic wastewater disposal systems. Employee will serve as technical expert for the General Permits Team and will also assist in processing General Permit Registration Applications to ensure compliance with applicable State and Federal Water Pollution Control Laws and Regulations and utilize sound engineering practices. 

Employee will conduct field reviews and meet and correspond with the permit applicants as necessary and will have regular contact by phone and in person with the applicants, permittees, and other agency personnel and the public.  Employee will, in conjunction with Environmental Enforcement, initiate administrative enforcement action for violators and appear before the WV Environmental Quality Board and Courts, if necessary, to testify on behalf of the agency.   Employee will perform other related duties as required or assigned.


Technical Analyst Series Duties

  • Develop Draft WV Statewide General Permits for Public Notice and EPA review.   Address all comments and concerns until the General Permits can be issued or reissued.
  • Administer the General Permit programs covering the following General Permits; Sewage General Permit, Water Treatment Plant General Permit, Groundwater Remediation General Permit, Hydrostatic Testing General Permit, and any other General Permits as required or assigned.
  • Review permit registration applications for coverage under the General Permits. This includes analyzing the application, engineering plans and other associated documents. Preparing technical corrections to request revisions or additional information, as needed to meet compliance with the State’s requirements and guidelines.
  • Be the technical expert for the General Permits Team, and lead interactions with other State Agencies.
  • Process permit applications to issue General Permit Registrations and Approvals.
  • Provide compliance audit assistance for permits under review through coordination with Environmental Enforcement Inspectors.
  • Perform other duties as assigned.


Special Requirements: Preference will be given to applicants with experience and working knowledge of wastewater treatment systems, and knowledge of state and federal laws regarding NPDES permitting, and the ability to analyze design plans, topographic mapping and wastewater treatment systems. Employee must be able to communicate with individuals, inside and outside of the agency, while always maintaining professional conduct. The employee must demonstrate the ability to develop and maintain professional relationships with agency staff and personnel.


Expectations:

  • Qualifying applicants will be required to complete an internet-based profile assessment to compare the applicant's thinking and reasoning skills, behavioral traits and the occupational interests against the traits determined to be important to the posted position.
  • The recommended candidate will be subject to a search of his or her Motor Vehicle Record (MVR) prior to being hired and annually thereafter or as needed.
  • Regular attendance is an essential part of this position.

Training: Bachelor's degree from an accredited college or university with a major in Engineering. 

OR 

Substitution: Bachelor's degree from an Accreditation Board for Engineering and Technology (ABET) accredited college or university with a major in Civil, Electrical, Electrical Design, Mechanical, Chemical or Mining Engineering Technology.

Special Requirement: A valid driver’s license is required.


NOTE: At the appointing agency’s discretion, competitive candidates may receive probationary appointment pending official verification of the qualifying degree. The qualifying degree must be verified before the employee may be certified permanent.

Special preference given to applicants with a degree in Chemical, Civil, Electrical, Environmental, or Mechanical Engineering.

Salary : $48,098 - $84,558
