What are the responsibilities and job description for the Health and Human Resources Specialist, Senior position at West Virginia?
This position provides programmatic, technical, and administrative support for statewide public health emergency preparedness initiatives. Supports leadership within the Public Health Emergency Preparedness (PHEP) and Hospital Preparedness Program (HPP), while coordinating with the local health departments, healthcare coalitions, and partner agencies. The key responsibilities for this position are:
- Develop reports, dashboards, presentations, and situational awareness briefs for leadership and stakeholders.
- Support the Access to Functional Needs (AFN) Coordinator and assist with preparedness planning efforts.
- Serve as a liaison between state agencies, local health departments (48 LHD’s), and healthcare partners.
- Conduct research, gather data, and create materials for the web and public communication.
- Manage and maintain program websites to ensure accuracy, security, and performance.
- Plan and implement short-term initiatives (e.g., 90 – day projects). Ensuring timely completion of deliverables.
- Conduct site visits, attend conferences, and support Health Care Coalition (HCC) partnerships.
- Ensure compliance with federal, state, and local regulations.
- Obtain certifications in the National Incident Management System (NIMS), Incident Command System (ICS),100, 200, 300, 400, 700, 800 and Homeland Security Exercise and Evaluation Program (HSEEP).
- Liaison for Local Emergency Planning Committees (LEPC)
- Other duties as assigned.

Training: Bachelor's Degree from a regionally accredited four-year college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
Three (3) years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for the required training and experience.
Salary : $41,194 - $71,789
