Job Title: Administrative Services Assistant 1 – WV Office of Miners' Health, Safety & Training
Position Overview
The West Virginia Office of Miners' Health, Safety & Training (MHST) is seeking an Administrative Services Assistant 1 to lead regional administrative operations, comprehensive records management, regulatory permit processing, fiscal procurement, and technical data systems for Region IV located at 337 Industrial Drive, Oak Hill, WV 25901. This is a full-time, unclassified state position offering full state benefits.
Key Responsibilities
Records Management Technical Systems
Manage the full lifecycle of official agency records, including filing, archiving, retention schedules, and secure storage for permits, inspection reports, violations, modifications, and abatements.
Execute Freedom of Information Act (FOIA) requests by researching files and redacting personally identifiable information (PII).
Train district inspectors on new computer programs and digital inspection reporting tools.
Regulatory Permitting & Agency Compliance
Direct the end-to-end regulatory permit pipeline for Region IV, ensuring compliance with Workers’ Compensation, Secretary of State, Department of Labor, and DEP standards.
Process initial submittals, annual permit extensions, fee collections, and compliance documents.
Communicate safety regulations and agency procedures to coal mine operators, safety consultants, state officials, and the public.
Fiscal Procurement & Payroll Administration
Act as sole authorized P-Card holder and procurement officer, managing market research, and competitive bids.
Process daily deposits, track equipment/supplies inventory, and procure critical safety gear and uniforms.
Execute weekly time, leave, and payroll processing for regional personnel within KRONOS.
Administrative & Crisis Support
Provide high-level administrative support to the Inspector-at-Large and specialist staff, managing meeting minutes, correspondence, and operational logbooks.
Coordinate onboarding and technical systems training for incoming inspectors.
Serve as an agency liaison during fatal accidents, providing administrative guidance and support to affected families.

Education & Experience: Bachelor’s degree in Business, Public Administration, Accounting, or a related field (qualifying administrative/clerical experience substitutes year-for-year).
Technical Skills: Hands-on proficiency with records management workflows, MS Office, wvOASIS, and KRONOS strongly preferred.
