The Transportation Equipment Foreman, at the Equipment Division and/or the District(s), under limited supervision, performs advanced-level administrative and supervisory work directing the maintenance, repair, procurement, and deployment of a diverse fleet of highway construction and maintenance equipment. This position focuses on fleet readiness, safety compliance, and cost-effective operations. Responsibilities include managing large operational budgets, ensuring strict compliance with all safety policies, overseeing parts inventory, and supervising subordinate managers, mechanics, and logistics personnel. Performs related work as required.

Typical Duties and Responsibilities

Operational Oversight: Directs the daily operations of a District-wide equipment repair shop. Prioritize master repair schedules for a heavy equipment fleet, including dump trucks, snowplows, excavators, graders, and specialty highway machinery. Provide recommendations for the development of equipment specifications and approve equipment maintenance/overhaul schedules.
Personnel Management: Supervises Transportation Equipment Managers, Mechanics (Transportation Workers 3 and 4), Welders (Transportation Workers 3 and 4), and other staff as assigned. Conducts performance evaluations, participates in grievances as required, manages staffing schedules, and coordinates technical training programs.
Fiscal Accountability: Oversees the shop’s operational budget. Estimates repair damages, reviews and approves major parts acquisitions, and coordinates specialized outsourcing contracts for repairs beyond District shop capabilities.
Inventory & Asset Tracking: Manages the Equipment Management System and the Preventive Maintenance system. Tracks fuel consumption, preventative maintenance schedules, parts inventory turnover, and asset utilization rates.
Safety & Compliance: Serves as the primary authority for shop safety policies, including Lockout/Tagout procedures, proper hazardous material disposal, and Commercial Driver’s License (CDL) drug and alcohol testing compliance.
Other duties as assigned and required based on the position.
Travel may be required; a valid driver’s license is required.

Skills and Knowledge

  • Advanced knowledge of methods, tools, equipment, and equipment capabilities utilized in the maintenance and construction of highway and roadway systems.
  • Advanced knowledge of West Virginia Division of Highways (WVDOH) Equipment Management and Preventive Maintenance System and state procurement procedures.
  • Deep technical knowledge of the methods, materials, tools, and diagnostics used in heavy-duty diesel engine repair, complex hydraulic configurations, and advanced electrical systems.
  • Advanced knowledge and understanding of standard safety procedures and internal operating policies and procedures for the Department of Transportation, as well as, but not limited to, Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), and Equal Employment Opportunity (EEO) regulations.
  • Ability to schedule, organize, and supervise maintenance crews and assigned personnel.
  • Advanced ability to diagnose equipment malfunctions and recommend appropriate action to correct the issue.
  • Must possess strong interpersonal skills to mediate disputes between the equipment division and the county maintenance headquarters, as well as outside vendors/contractors.
  • Ability to communicate effectively, both orally and in writing.

Minimum Requirements

REQUIRED TRAINING/EDUCATION
  • High School Diploma or the equivalent

REQUIRED EXPERIENCE
  • Ten (10) years of full-time or equivalent part-time paid experience in heavy equipment, fleet vehicle management, high-volume automotive service management, or heavy equipment parts/purchasing procurement; five (5) years of which must have been in a general supervisory capacity.
  • Substitution: Bachelor’s degree from a regionally accredited college or university may be substituted for up to four (4) years of non-supervisory experience.
  • Substitution: Successful completion of an approved vocational school program may be substituted for two (2) years of the non-supervisory experience in the area of assignment.
