POSITION SUMMARY:
The Proposal Writer prepares high-quality, compliant, and persuasive proposals for engineering, environmental, and infrastructure-related contracts with federal, state, and municipal agencies. The Proposal Writer plays a critical role in supporting business development efforts by coordinating proposal activities, developing compelling narratives, and ensuring all submissions meet solicitation requirements, quality standards, and deadlines. This position works closely with technical staff, project managers, and leadership to translate complex technical concepts into clear, client-focused proposal content.
ESSENTIAL FUNCTIONS:
- Reviews Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Requests for Information (RFIs), and task order solicitations to fully understand client requirements, evaluation criteria, and submission instructions.
- Summarizes proposal requirements, prepares proposal outlines, compliance matrices, and proposal schedules.
- Coordinates proposal timelines, assigns responsibilities, and tracks progress to ensure on-time submission.
- Interviews and collaborates with subject matter experts, project managers, and business development staff to gather technical and project information.
- Develops, edits, and formats proposal narratives, executive summaries, technical approaches, management plans, and resumes.
- Prepares SF330, SF255, and other agency-required proposal forms and formats.
- Ensures proposal responses are compliant, consistent, and aligned with win themes and messaging strategies.
- Edits and proofreads proposal documents for grammar, clarity, consistency, and accuracy.
- Maintains and updates a library of reusable proposal content, resumes, project descriptions, and templates.
- Supports development of graphics, charts, organization charts, and proposal visuals in coordination with designers or technical staff.
- Participates in proposal review cycles and incorporates comments from internal reviewers.
- Assists with preparation of presentations, statements of qualifications, and marketing materials.
OTHER FUNCTIONS:
- Supports major and high-visibility pursuits that contribute to company growth.
- Maintains proposal and pursuit records in internal tracking systems.
- Assists with continuous improvement of proposal processes and standards.
- Provides administrative support related to proposal submissions as needed.
- Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:
- Excellent technical and business writing, editing, and proofreading skills.
- Ability to translate complex technical information into clear, persuasive language.
- Strong organizational and time-management skills with the ability to manage multiple proposals simultaneously.
- Working knowledge of federal, state, and municipal procurement processes.
- Proficiency in Microsoft Word, PowerPoint, and Excel.
- Familiarity with Adobe InDesign or other layout/design tools preferred.
- Ability to work independently and collaboratively in a team environment.
- Strong attention to detail and commitment to quality.
MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS:
- Bachelor’s degree in Marketing, Communications, English, Journalism, Engineering, or related field.
- Minimum five (5) years of experience in proposal writing or marketing for engineering, environmental, or professional services firms.
- Experience preparing proposals for federal, state, and municipal agencies preferred.
ADDITIONAL REQUIREMENTS:
- Ability to work flexible hours to meet proposal deadlines.
- Reliable high-speed internet connection for remote work.
PREFERENCE(S):
- Experience preparing SF330 proposals.
- Experience supporting infrastructure, water/wastewater, stormwater, transportation, or environmental projects.
- Familiarity with proposal tracking systems such as Deltek Vantagepoint.
