Job SummaryWCC is seeking SNAP SMEs for participation in a new working group being formed to design improved processes and procedures to strengthen the SNAP program’s effectiveness in face of new legislative challenges threatening the program’s funding. Selected working group members will operate in a strategic advisory role.Essential Duties and Responsibilities· Work under management’s direction to provide innovative and improved processes, procedures, systems, and skills needed to revamp how the program is administered and monitored to improve overall quality control and to reduce improper payments and the payment error rate.· Assess current operations to identify efficiency gaps, risks, and opportunities for improvement and modernization; review existing data systems, case management tools, and reporting platforms for gaps in efficiency, compliance, or usability.· Identify initial list of areas of improvement and align them with federal mandates, program goals, and beneficiary needs for mission success.· Forecast emerging technological, regulatory, and operational trends to determine how the program should adapt; recommend system upgrades or integrations focusing on interoperability and accuracy of program data.· Develop and evaluate new procedures and workflows to reduce errors and improve consistency in quality control; pilot and test new approaches; provide evidence-based recommendations for scaling.· Identify innovative technologies, automation tools, data analytics platforms, and process-monitoring systems to enhance program oversight; support the development of system requirements for these efforts ensuring the desired outcomes.· Benchmark best practices from USDA, state agencies, and private sector models.· Define high-value quality metrics to better track program performance, fraud prevention, and beneficiary satisfaction; analyze error trends and root causes to propose corrective action plans.· Develop or refine quality assurance protocols to standardize evaluations across regions or offices including the county-level data suppliers.· Assess current workforce capabilities and determine gaps in technical, analytical, or operational skills; identify critical skills needed and recommend training and professional development programs.· Communicate effectively with management and work group members.· Meet the deliverables deadlines set by the working group.· Willingly share expertise and practical insights with the group.· Support, challenge and validate assumptions.CompetenciesDemonstrable expertise in specific SNAP areas such as QC, payment, technology systems, and calculating the payment error rate.Expert-level knowledge and proficiency with program regulations, policies, and operations. Education and Experience· Bachelor’s degree in healthcare administration, data science, or related disciplines with preference given to advanced degrees and areas of specialty.· Minimum of 5 years working in the specific area of expertise.Hourly Pay/BenefitsThe hourly rate for this role is TBD and negotiable commensurate with experience, education, qualifications,certification, geographic location and business or organizational needs.
