About the position: The Residential Site Specialist position will provide management and direct supervision to the counselor team, following 245G guidelines in a co-occurring, substance abuse treatment program that serves women.
The Residential Site Specialist Reports to the Chief Clinical Officer
JOB RESPONSIBILITIES:
Duties including, but not limited to, the following:
· Supervision of counseling and clinical staff, recruit, train, hire, evaluate and manage disciplinary actions as necessary. Provide coverage for these staff during illness, leaves or vacations.
· Responsible for management and direction of 245G programming.
· Oversee programming, schedules, day-to-day client needs and grievances.
· Facilitate and coordinate client intakes with the Centralized Intake department.
· Serve as the designated staff person responsible for day-to-day operations.
· Ensure that counseling staff adhere to the Wayside Program Operating Procedures and statutes in accordance with Statute 245G.
· Facilitate staff meetings, assist with training and education of all staff.
· Provide direct services to clients when needed including assessments, treatment/aftercare planning, individual and group counseling, and monitoring/evaluating client progress.
· Facilitate counseling & didactic groups, family & agency conferences as needed.
· Attend Manager’s meeting, collaborate/provide support to agency management.
· Maintain accurate, timely and complete records, including but not limited to, documenting client assessments, treatment plans, progress notes, aftercare plans and discharge summaries.
· Maintain on-going communication with referral sources, including written progress reports.
· Role model behavior, which is consistent with and supportive to people in recovery from substance use disorder. Such behavior will include upholding ethical standards of the program and reliable attendance.
· Complete comprehensive assessments as needed.
· Be on-call as scheduled and manage on-call clinical rotation.
· Facilitate educational groups as needed.
· Assist in program planning, implementation, and evaluation.
· Identify available resources and refer clients to appropriate community services and facilitate client access to community resources.
· Serve as a liaison to and/or provide in-services to chemical dependency and other related community service agencies as directed.
· Train and/or supervise interns as directed.
· Participate in in-services, workshops, coursework, and other continuing education related to quality client care.
· Follow all Statute 245G guidelines and ensure compliance with the clinical team.
· Provide crisis intervention/evaluation as needed.
· Participate in on-site clinical supervision.
· Recruit, hire, perform additional duties as assigned.
· Manage volunteers and said processes.
· Potential to carry a caseload as needed, depending on site needs.
· This position may require work at alternative Wayside sites should staffing patterns require it.

Daily Duties – Site Specialist
1. Regulatory & Compliance Oversight
- Verify documentation completion (assessments, treatment plans, group notes, discharge plans) – review, sign and approved
- Ensure documentation and oversight on compliance for interns and ADC-T requirements and training – supervision forms are within Credible
- Review incident reports and ensure proper reporting and uploading of documentation (MAARC, vulnerable adult, licensing, etc.)
- Confirm required documentation for new admissions is complete daily
2. Clinical Oversight
- Meet with Counselor for case updates weekly
- Review high-risk clients (suicidality, relapse risk, medical concerns)
- Ensure treatment plans/bi-weekly individual note are updated within required timelines
- Monitor client progress, engagement, and behavioral issues
- Approve discharges and review continuing care plans
- Address grievances or client complaints
- Serve as the designated staff person responsible for day-to-day operations.
3. Staff Supervision & Leadership
- Conduct daily staff check-in (huddle, staffing, meetings)
- Address staffing gaps, call-ins, and scheduling adjustments
- Provide supervision or coaching to team as needed
- Monitor staff performance and professionalism
- Support staff with crisis management or difficult client situations
- Promote morale and reinforce trauma-informed and person-centered care
- Attend all scheduled meetings – on time and camera on
- Ensure all trainings, reviews, and all other assigned documents are completed within the time allotted
4. Admissions & Utilization Management
- Review pending admissions and ensure eligibility criteria are met
- Confirm insurance authorization and length of stay approvals
- Monitor bed availability and census targets – update bed board daily
- Communicate with referral sources as needed
- Oversee waitlist management
5. Safety & Facility Oversight
- Conduct a walk-through of the facility (cleanliness, safety hazards, maintenance issues)
- Ensure contraband checks and safety protocols are being followed
- Review any overnight shift reports and follow up as needed
- Confirm food service and living environment standards are maintained
- Address maintenance or facility repair needs
- Order supplies as needed and within budget
6. Administrative Oversight
- Review daily census and revenue impact
- Monitor overtime and staffing costs
- Approve invoices or expenses as needed
- Track authorizations and billing documentation compliance
- Ensure documentation supports billing requirements
7. Communication & External Relations
- Respond to emails & teams
- Return calls (as appropriate under ROI guidelines)
- Maintain relationships with county agencies and community partners
- Review discharge summaries for completeness
- Ensure referrals and aftercare appointments are documented
8. Quality Assurance & Performance
- Conduct mini chart audits daily (rotate caseloads)
- Identify trends in documentation errors
- Implement corrective coaching
- Ensure program remains audit-ready at all times
- Review policy adherence in clinical practice
9. Crisis Management (As Needed)
- Respond to medical emergencies or behavioral crises
- Make decisions regarding client discharge due to rule/programming violations
- Coordinate with law enforcement or emergency services when necessary
- Ensure proper documentation and reporting of critical incidents
10. Strategic & Program Development
- Evaluate program effectiveness and culture
- Identify staff training needs
- Review policy updates or needed revisions
- Work on census growth strategy
- Support long-term program sustainability
QUALIFICATIONS
· LADC or dual licensed with license in good standing.
· Required minimum three years’ experience providing individual and group counseling to individuals with substance use disorder.
· Pass DHS background study and meet applicable requirements and regulations.
· Demonstrated ability to design programs and relate effectively to women of diverse economic and cultural backgrounds.
· Understanding of HIPAA, CFR 42, Client Rights and Mandated Reporting laws.
· Organizational skills and excellent computer/email/software skills essential.
· Microsoft Outlook/Office experience required.
· Need current driver’s license.
· Strong attention to detail; thinking capabilities and humor are welcome.
· Must be able to demonstrate an ability to be responsive in an effective manner, while maintaining a warm and supportive atmosphere.
Work Location: This is an in-person position. Hybrid/remote work is not offered for this role.
A staff member with direct contact must be free from problematic substance use for at least 1 year immediately preceding employment as a condition of employment.
This is a legal requirement for employment in licensed substance abuse treatment programs in Minnesota.
