Waypoint's client is seeking an Electromagnetic Warfare (EW) Capability Gap Analyst to support USSTRATCOM's Joint EMSO Center (JEC). This role focuses on identifying and closing EW capability gaps, advancing EMSO readiness, and supporting program development and feedback processes in collaboration with agencies such as DISA.
Responsibilities:
- Analyze and assess DoD EW capabilities against adversary threats to identify operational gaps, including independent research and participation in studies, working groups, and portfolio management forums.
- Develop and recommend EW capability gap solutions for DoD agile frameworks, including emerging processes like the Joint Force Requirements Process (JFRP), portfolio management, and modernized resourcing systems.
- Support strategy, concept, and plan development to mitigate EW gaps, and integrate EW solutions into joint exercises and modeling and simulation activities.
- Represent the Joint EMSO Center (JEC) in DoD and national-level EMSO forums, working groups, planning sessions, and studies.
- Advise on EMS operations, EMI mitigation, spectrum management, and assess operational risk, providing recommendations to resolve issues.
- Produce technical documentation, reports, and briefings per contract deliverable requirements (CDRL A003).
- Independently explore and self-learn new or in-development EMSO programs; conduct software testing, gather and provide user feedback, develop use cases, track progress, and deliver briefs, demonstrations, and training to stakeholders and development agencies.
Required:
- U.S. Citizenship
- Active TS/SCI clearance
- Bachelor's degree
- Minimum 10 years of experience as an EMSO operator
- Proficiency with Microsoft Office applications
- Experience in operations analysis and capabilities development, testing, certification, or similar processes
- Proven ability to work independently, self-learn new systems, and proactively support program development and feedback cycles
- Strong analytical, research, communication, and briefing skills
- Ability to develop technical reports and presentations for senior leadership and stakeholders
Desired:
- Experience with DoD governance, JCIDS, and PPBE processes, or familiarity with requirements and resourcing systems
- Experience supporting Combatant Command JEMSO organizations
- Familiarity with DoD EW/EMSO policy and joint doctrine
- Experience representing EW interests in DoD-level strategy and policy forums
- Experience supporting agile development and acquisition frameworks, including the Joint Force Requirements Process (JFRP) or similar processes
- Experience collaborating with development agencies such as DISA
- Experience supporting software testing, user feedback activities, use case development, live demonstrations, and training initiatives
- Experience supporting electromagnetic spectrum operations, operational risk assessments, and capability development activities within the Department of Defense or Intelligence Community environments
