Scope:
The Properties Specialist supports the day-to-day operations of agency properties by assisting with leasing activities, resident communication, and coordination with case management and community partners. This role serves as a key liaison between residents, property management, housing case managers, and community agencies to ensure timely application processing, smooth move-ins, and continued housing stability.
The Properties Specialist assists with housing applications, eligibility documentation, inspections, and resident communication while helping maintain a safe and supportive housing environment. The position requires strong organizational skills, attention to detail, and the ability to interact effectively with residents experiencing housing instability or other barriers.
Essential Duties and Responsibilities:
Leasing and Application Processing
- Process housing applications and assist with intake documentation for agency housing programs.
- Review applications for completeness and eligibility requirements in accordance with program guidelines and funding regulations.
- Coordinate with residents and partner agencies to collect required documentation to support housing eligibility.
- Maintain accurate resident files and ensure compliance with applicable housing program standards
- Assist with leasing activities including unit offers, move-in coordination, and resident orientation to property expectations.
Resident Support and Coordination
- Serve as a primary point of contact for residents regarding property-related questions or concerns.
- Work collaboratively with housing case managers to support resident stability and address emerging issues.
- Provide light-touch resident support and referrals while maintaining appropriate professional boundaries between property management and case management functions.
- Utilize effective communication and de-escalation techniques to resolve resident concerns and maintain a positive housing environment.
- Maintain visibility and presence across all assigned properties.
- Respond to tenant escalations promptly, following Wayne Metro policies and procedures to resolve concerns effectively.
- Assist with rent collection as needed.
Housing Program Collaboration
- Coordinate with Continuum of Care (CoC) partners, housing agencies, and service providers to support application completion and placement timelines.
- Assist residents and partner agencies with document collection and submission required for housing eligibility and subsidy programs.
- Support the timely movement of applicants through the housing process to minimize vacancy time and promote program efficiency.
Property Operations Support
- Assist the Property Manager with day-to-day property operations and resident communication.
- Be present during city or housing program inspections as needed to support property operations.
- Work with the Property Manager and Facilities staff to ensure maintenance issues are communicated and addressed promptly.
- Monitor unit readiness for move-ins and support turnover coordination as needed.
- Maintain organized records related to applications, inspections, and resident communications.
Community Engagement
- Assist with planning, organizing, and facilitating community-building events and activities for residents.
- Support initiatives that foster a positive and welcoming residential community environment.
- Coordinate with case managers and community partners to promote resident participation in events and activities.
Administrative and Compliance Responsibilities
- Maintain accurate data entry and documentation in agency databases and resident files.
- Follow agency policies, housing program regulations, and confidentiality requirements.
- Participate in staff meetings, training, and other agency activities as required.
- Perform other duties as assigned to support property operations and resident housing stability.
Physical Requirements

This job operates in a professional office or residential property setting. Position may require occasional walking throughout properties and interacting with residents in common areas or units. Employees must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands to finger, handle, and to talk or hear.
Qualifications:Required Qualifications
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in social services, property management, public administration, or related field preferred.
- Experience in property management, housing programs, homeless services, or human services preferred.
- Familiarity with housing subsidy programs such as the Housing Choice Voucher (HCV) program preferred.
- Knowledge of homeless services systems or Continuum of Care processes is a plus.
- Strong organizational and administrative skills with attention to detail.
- Ability to manage multiple tasks in a fast-paced environment.
- Excellent interpersonal and communication skills.
- Ability to remain calm and professional in high-stress situations and utilize de-escalation techniques when necessary.
- Demonstrated reliability, accountability, and professionalism.
- Proficiency with the Google Platform (Docs, Sheets, Drive, etc.) and database systems.
Minimum Qualifications:
- Bachelor’s degree OR a combination of education and experience that provides equivalent knowledge.
- Experience in property management, housing programs, homeless services, or human services preferred.
- Familiarity with housing subsidy programs such as the Housing Choice Voucher (HCV) program preferred.
- Knowledge of homeless services systems or Continuum of Care processes is a plus.
- Strong organizational and administrative skills with attention to detail.
- Ability to manage multiple tasks in a fast-paced environment.
- Ability to remain calm and professional in high-stress situations and utilize de-escalation techniques when necessary.
- Demonstrated reliability, accountability, and professionalism.
- Knowledge of Wayne County demographics, the needs of people experiencing homelessness, and available supportive services.
- Experience with housing inspections or familiarity with habitability standards preferred.
Minimum Competencies:
- Proficiency with Google Suite, Microsoft Word and Excel; ability to learn required databases and software (including HMIS).

Licensing and Other Requirements
- Valid identification and reliable transportation.
- Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.
- Ability to pass background checks as required by housing program regulations.
Travel Requirements
- Ability to travel to various sites, including participant homes, properties, and community partner locations.
Work Hours
Work is scheduled Monday through Friday, with specific hours determined by program needs.
