Scope

The Compliance & Quality Assurance Manager is responsible for ensuring programmatic, fiscal, procurement, and file compliance across all Weatherization, Home Repair, Water Conservation, and related housing programs. This position oversees quality assurance processes, file reviews, budget reconciliation, contractor procurement compliance, monitoring preparation, policy implementation, and internal controls to ensure compliance with federal, state, local, and agency requirements.

 

The Compliance & Quality Assurance Manager serves as the primary liaison for audits, monitoring reviews, corrective action plans, and compliance reporting while working collaboratively with program management, finance, procurement, contractors, and regulatory agencies.

 

Essential Duties and Responsibilities

 

Program Compliance & Quality Assurance

  • Develop, implement, and maintain compliance systems for Weatherization, Home Repair, Deferral, Conservation, and related housing programs.
  • Conduct routine file reviews to ensure compliance with program guidelines, agency policies, and funding source requirements.
  • Review client files for completeness, eligibility, income verification, environmental reviews, energy audits, work orders, inspections, and required documentation.
  • Monitor compliance with federal and state regulations including DOE Weatherization Assistance Program (WAP), LIHEAP, DOE, GLWA and other funding sources.
  • Ensure compliance with Standard Work Specifications (SWS), Michigan Field Guide requirements, and applicable CSPM policies.
  • Track and monitor corrective actions resulting from internal reviews, monitoring visits, and audits.
  • Develop and maintain compliance checklists, SOPs, and internal control procedures.

 

Budget Reconciliation & Fiscal Compliance

  • Perform monthly reconciliation of program expenditures against approved budgets and grant allocations.
  • Review job costs to ensure expenditures are properly allocated to funding sources.
  • Monitor budget utilization and spending rates to identify compliance risks and funding concerns.
  • Coordinate with Finance to reconcile grant expenditures, invoices, obligations, and reporting requirements.
  • Review financial transactions to ensure compliance with grant requirements and agency policies.
  • Assist with grant closeouts and fiscal monitoring activities.
  • Prepare compliance and expenditure reports for management and funding agencies.

 

Contractor Procurement & Contract Compliance

  • Ensure compliance with federal, state, and agency procurement requirements.
  • Monitor contractor procurement activities including RFQs, RFPs, bids, and contract awards.
  • Verify contractor licensing, insurance, certifications, and eligibility requirements.
  • Audit contractor compliance files and documentation.
  • Review contractor performance and adherence to contract requirements.
  • Monitor compliance with Davis-Bacon, Buy America Build America (BABA), and other applicable federal requirements.
  • Assist with contractor onboarding, procurement documentation, and contract administration.
  • Coordinate contractor performance reviews and corrective action processes.

 

Monitoring & Audit Preparation

  • Serve as lead coordinator for internal and external monitoring reviews.
  • Prepare documentation and reports for federal, state, and agency monitoring visits.
  • Coordinate responses to monitoring findings and audit recommendations.
  • Develop and implement corrective action plans.
  • Maintain monitoring and audit records.
  • Conduct internal compliance reviews to proactively identify risks and deficiencies.

 

Supervisory Responsibilities

  • May supervise Compliance Specialists, Quality Assurance Staff, Data Specialists, or other assigned personnel.
  • Provides guidance and oversight to program staff regarding compliance requirements and internal controls.

 

Working Conditions

  • Combination of office and field work.
  • Periodic travel to program sites, contractor locations, and monitoring meetings.
  • Ability to review construction documentation, inspect files, and conduct compliance reviews.

 

Data Management & Reporting

  • Monitor program databases to ensure data accuracy and completeness.
  • Review data entered into agency systems for compliance and reporting purposes.
  • Prepare compliance dashboards, performance reports, and risk assessments.
  • Analyze trends and identify opportunities for process improvement.
  • Ensure records retention requirements are met.

 

Training & Technical Assistance

  • Provide compliance training to staff, contractors, and management.
  • Interpret regulatory requirements and communicate updates to program staff.
  • Assist in developing policies, procedures, and operational guidance.
  • Promote a culture of compliance, accountability, and continuous improvement.
  • Perform work in a professional manner that upholds Wayne Metro’s policies and procedures. 
  • Other duties as assigned. 

 

Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

 

Qualifications:

Minimum Qualifications

  • Bachelor's Degree in Public Administration, Business Administration, Accounting, Construction Management, Compliance, or a related field; equivalent experience may be considered.
  • Five (5) years of progressively responsible experience in compliance, grant administration, auditing, procurement, weatherization, housing, community development, or related programs.
  • Experience with federal and state grant-funded programs.
  • Experience with procurement and contract compliance requirements.
  • Strong analytical and financial reconciliation skills.
  • Experience preparing for audits and monitoring reviews.

 

Preferred Qualifications

  • Experience with Weatherization Assistance Program (WAP), LIHEAP, BIL, or housing rehabilitation programs.
  • Knowledge of federal grant regulations including Uniform Guidance (2 CFR 200).
  • Experience with contractor procurement and construction compliance.
  • Experience using EmpowOR, WaWeb, SharePoint, or similar program management systems.
  • Certification in compliance, auditing, project management, procurement, or quality assurance preferred.

 

Knowledge, Skills, and Abilities

  • Thorough knowledge of federal and state grant compliance requirements.
  • Strong understanding of procurement and contracting regulations.
  • Ability to interpret complex regulations and apply them operationally.
  • Strong budget reconciliation and financial analysis skills.
  • Excellent organizational and project management abilities.
  • Strong written and verbal communication skills.
  • Ability to manage multiple priorities and deadlines.
  • Proficiency in Microsoft Office Suite, including advanced Excel skills.

 

Travel Requirements

  • Ability to travel to various sites.
  • A clean driving record is required to meet agency requirements for operating an agency vehicle to complete work-related tasks.

 

Licensing and Other Requirements

  • Valid driver’s license and reliable transportation.

 

Work Hours 

The work schedule is Monday – Friday, with specific hours (and occasional Saturdays) to be determined by department needs.
