Director of Construction (OSP/ISP Fiber Infrastructure)


Locations:

  • Columbus or Dublin, OH (Hybrid – 3 days per week in-office) OR
  • Eastern Pennsylvania (100% Field/Remote – managing builds across Allentown, Carbon County, Lancaster County, Morrisville, MD, and VA)

On behalf of our client, one of the largest competitive local exchange carriers in the region, we are seeking a visionary, execution-focused Director of Construction. Our client owns and operates a massive infrastructure network, deploying over 20,000 route miles connecting more than 13,500 on-net/LIT buildings with cutting-edge Internet, WAN, Voice, and Cloud solutions.


The Director of Construction will leverage deep telecommunications infrastructure knowledge to lead a team of Managers in the on-time and on-budget execution of large-scale construction projects. Depending on the candidate's home market, this role will either anchor a major regional office hub or spearhead an aggressive expansion footprint across new mid-Atlantic territories. Key Responsibilities

  • Leadership & Team Deployment: Motivate, mentor, train, and develop a high-performing team of construction managers operating across multiple markets in both office-hybrid and field-remote environments.
  • Budgetary & Cost Control: Oversee the assembly of detailed, accurate cost estimates for upcoming builds. Administrate project budgets to ensure absolute transparency and strict on-budget performance throughout the project lifecycle.
  • Vendor & Contract Management: Prepare comprehensive scopes of work, direct company bidding processes, and oversee vendor awards. Establish project timelines and manage internal and external vendor resources to meet delivery benchmarks.
  • Operational Quality Control: Direct construction processes for both Outside Plant (OSP) and Inside Plant (ISP) fiber optic cable and wireless infrastructure across challenging urban, suburban, and rural environments.
  • System Visibility: Leverage enterprise software systems and mapping tools (such as GIS, ESRI, and advanced asset management platforms) to maintain robust, real-time project visibility and productivity metrics.
  • Cross-Functional Partnership: Support engineering and permitting teams to accelerate the acquisition of municipal and utility right-of-way licenses. Ensure timely processing of crucial documentation, including POs, invoices, and completed as-builts.
  • Stakeholder Relations: Maintain the highest standard of professionalism at all customer-facing meetings, surveys, and site inspections, turning construction operations into a strategic customer satisfaction tool.


Qualifications of a Senior Leader

  • Experience: Approximately 10 years of dedicated OSP/ISP telecommunications construction experience, with a minimum of 3–5 years serving in a decisive supervisory/management role. Experience directly managing other managers is highly preferred.
  • Technical Mastery: In-depth knowledge of civil construction practices, fiber optic materials, network design, and the ability to confidently authorize field modifications to engineering work orders.
  • Print Proficiency: Demonstrated expert ability to read, interpret, and audit complex construction blueprints and engineering schematics.
  • Regulatory Compliance: A strong understanding of local municipal, state, and utility licensing and permitting frameworks.
  • Software Literacy: Proficiency with standard digital assets (Word, Excel, Outlook) along with exposure to GIS systems and infrastructure data platforms.
  • Logistics: Must possess a valid driver’s license in their state of residence. A high school diploma is required; higher education/college coursework is preferred.


Regional Work Models

  • Ohio-Based Candidates: Must be local to Columbus or Dublin, OH, to support a structured hybrid model requiring 3 fixed days in the regional office per week.
  • Pennsylvania-Based Candidates: Will operate in a 100% remote/field-management capacity to oversee current builds (Morrisville, Carbon County, Allentown) and upcoming pipelines (Lancaster County, MD, and VA).
