TITLE: Financial Manager

FUNCTION: Manage the financial affairs of the Department of Human Services across all programs within approved budgets.

MAJOR RESPONSIBILITIES:

1. Coordinate and oversee all department financial reporting and billing with financial team

staff in consultation with the department Director. Prepare and submit financial and statistical reports and surveys required for compliance with State and Federal programs and for County Administration and Human Services Board review.

2. Development and management of the Department’s annual budget by providing direct budgetary/performance financial analysis and forecasting and trending information to the Director. Coordinate with the County’s Finance Department on aspects of budget process and development.

3. Conduct monthly/annual reconciliations as required. Monitor the financial status of the department. Prepare year-end accruals and budget addendums. Monitor general operations to assure compliance with applicable laws, administrative directives, Medicaid programs and insurance companies’ requirements.

4. Provide managers and staff with fiscal information to aid in program development and management in a timely and professional manner. Coordinate fiscal review with management staff and the Director relative to their respective programs on a quarterly basis.

5. Assist in the development of contracts for purchase of services, including review of budgets where applicable and establishment of rates.

6. Participate in the Departments bi-annual audit with the County auditing firm, the County’s Finance Director and Administration.

7. Collaborate with other Human Services leaders to recognize areas of Department operations that are inefficient, develop new procedures as needed or recommend system design changes to promote efficiency.

8. Supervise the activities and staff of the Administrative Services Financial Team. Determine staffing needs, lead hiring process and evaluate performance.

9. Assist in the development and management of the Department’s internal management/ data/financial systems and their coordination with the State and any other required outside systems in collaboration with the County I.T. Department.

10. Attend local, regional and state meetings, trainings and conferences beneficial to the financial management operations of the agency.

11. Work with other County finance and accounting staff in the development of overall County financial policies, procedures and systems. Assist other County departments in the completion of complex financial issues as directed by County Finance Director.

12. Participate in the Department’s Leadership Team and all-staff activities.

13. Perform other duties as assigned by the Human Services Director, County Administrator and County Finance Director.

14. Monitor Prevention Council (501c3) financial activities, including but not limited to preparing and filing taxes and 990 form annually, monitoring and preparing the budget, and providing financial direction via quarterly budgetary meetings and/or as needed.

A. Education, Training and Experience

1. Bachelor’s degree in accounting, finance or related field of study, is preferred.

2. 3-5 years of experience in financial management, including governmental/general ledger accounting, or relevant and applicable work experience is required.

3. Supervisory experience, and program or project management experience preferred.

B. Knowledge, Skills and Abilities

1. Knowledge of general ledger accounting procedures.

2. Computer familiarity and operational skills including Excel spreadsheets and other related software. Written, oral and interpersonal skills.

3. Skill and training in working with other personnel, directly supervising staff, collaboration and resolving problems.

4. Skill in researching, analyzing, interpreting and understanding complex guidelines such as financial, billing and audit requirements.

5. Ability to facilitate a team environment and make decisions to meet required program timelines.

6. Ability to manage and prioritize diverse work responsibilities and develop organizational practices and procedures.

C. Responsibility and Authority

  • Supervise the Human Services Financial Unit staff. Establish and maintain cooperation and a team environment. Problem solve and make decisions necessary for efficient fiscal operations. Provide or coordinate staff training. Assess performance and address issues as needed.
  • Manage Human Services Department’s financial reports, programs and activities.
  • Develop, manage and monitor all aspects of departmental budget.
  • Maintain regular and predictable attendance.
  • Promote a harmonious relationship with others, including but not limited to outside agencies and County departments.
  • Perform duties and follow policies and procedures independent of direct supervision.

D. Work Environment

  • 85% of this position requires sedentary work activities in an office environment using computer equipment as well as other office machines. The balance is in moving between offices and attending State and regional meetings, trainings and conferences.
  • Enforcement and implementation of reporting requirements and deadlines may be stressful.

Pay: $31.35 - $33.46 per hour
