WORK ASSIGNMENT DETAILS

This position leads the delivery of a multi-million-dollar capital and maintenance program impacting over 8,500 acres of parkland. The Supervisor directly influences asset lifecycle management, risk mitigation, and operational performance, and plays a key role in advancing modernization, data-driven decision-making, and organizational effectiveness.


  • Coordinate and manage the Three-Year Maintenance Plan and facility projects in collaboration with Facilities and Highway.
  • Manage Carpenter team and support the carpenter shop, including project scheduling and participation in design solutions.
  • Co-lead development and management of the annual operating and project budgets.
  • Oversee asset management programs, including preventative maintenance tracking, lifecycle management, and replacement forecasting.
  • Develop and maintain Standard Operating Procedures (SOPs) and technical standards for maintenance and development operations.
  • Lead hiring, onboarding, training, supervision, evaluation, and goal setting for assigned staff.
  • Contribute to the planning and design of proposed and existing park developments and land acquisitions.
  • Lead and support capital improvement and public works projects, including:
  • Preparation of bid specifications and Requests for Proposals (RFPs)
  • Participation in vendor evaluation and selection
  • Contract administration to ensure compliance with policies, regulations, and project requirements
  • Support park and open space planning efforts and long-term system development.
  • Lead the Safety and Risk Management Program, including:
  • Coordination of the safety committee
  • Incident report review
  • Development, training and implementation of mitigation strategies
  • Continuous improvement of safety programs
  • Provide risk management, compliance, and regulatory oversight to ensure adherence to OSHA, DNR, public works, and County standards.
  • Oversee regulatory compliance related to facilities, infrastructure, and land use.
  • Lead blanket contract and preferred vendor management, including coordination and oversight of service providers.
  • Manage the Ranger Program, including training, operational coordination, and program oversight.
  • Serve as a key liaison between Parks, Facilities, Highway, IT, and external partners.
  • Lead cross-functional teams to deliver capital and operational initiatives.
  • Assist in long-term planning efforts, including facility modernization and master planning.
  • Lead personnel development, including coaching, performance management, and workforce planning.
  • Assist with budget monitoring, forecasting, and financial accountability.
  • Perform other duties as required.


Preferred Qualifications

  • Public sector or municipal parks experience strongly preferred
  • Experience managing capital/public works projects
  • Background in construction management, civil engineering, landscape architecture, or related field
  • Experience with procurement, RFPs, and contract administration
  • Experience leading diverse workforce environments


Essential Knowledge and Abilities

  • Comprehensive knowledge of current methods of development, management, and care of parks system, and related areas.
  • Comprehensive knowledge of the practices, procedures, tools, materials, and equipment used in parks system maintenance work.
  • Comprehensive knowledge of administrative, managerial, budgeting, and supervisory principles and practices.
  • Considerable knowledge of the operation, care, and repair of maintenance equipment and tools.
  • Working knowledge of forestry, turf, natural areas, and horticultural practices.
  • Considerable knowledge of computerized department program software, internet access, and database,
  • spreadsheet and word processing programs.
  • Experience with asset management systems (e.g., Brightly/Asset Essentials or similar)
  • Ability to use data analytics, GIS, or maintenance tracking systems to support decision-making
  • Familiarity with enterprise systems (e.g., Workday, permitting systems) preferred
  • Knowledge of public sector procurement processes, including bid specifications, public works bidding, RFPs, contract administration, and vendor selection
  • Demonstrated ability to lead through influence, maintain composure under pressure, and navigate complex interpersonal situations with professionalism
  • Experience managing contractors and monitoring performance, including scope compliance, quality assurance, schedule adherence, and issue resolution


Minimum Training & Experience Requirements

1.    High school graduation or GED equivalent.

2.    Five years of experience in parks or golf course maintenance, administration, or planning, two years of which were in a second-level or supervisory capacity.

3.    Recognized post high school education with specialization in parks management, horticulture, landscape architecture, forestry, or a directly related field may be substituted on a year-for-year basis up to three years of the general work experience.
