Flsa Designation

Non-Exempt; 12 months; 35 hours per week; $60,000 - $80,000 per year. Note: This is a full-time, Non-Union, grant funded position with benefits that exists as long as grant funds are available.

Part i - Summary Of Classification

This class is accountable for administering the financial activities for Board of Education grants, awards and State and Federal financial assistance programs, including financial compliance and recognition of program revenue, expenditures, assets and liabilities.

Guidelines for Class Use: Under the direction of the Superintendent of Schools and the Chief Financial Officer, the Education Grants Manager is responsible for the preparation and timely filing of financial reports as required by grantor agencies and State and Federal regulations, and administering the Board of education’s contracts. The Education Grants Manager interacts with internal and external auditors related to the audit of financial assistance programs. This position is responsible for providing training to program managers related to financial assistance program accounting and compliance issues.

Qualifications And Experience

  • Bachelor’s Degree in Business Administration or related field from an accredited four-year college or University with
    • Satisfactory completion of a minimum of twelve (12) semester hours in accounting coursework and
    • Four (4) years of responsible experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency or public accounting firm.
  • Experience in public education and/or educational grants administration is preferred.

Incumbents in this class may be required to possess a current Connecticut Motor Vehicle Class D Operator’s License.

Part Iii - Position Supervises

PART IV - ESSENTIAL FUNCTIONS

The following identifies the primary and essential functions of the position and is not intended to be an exhaustive listing of all duties

  • Administers and controls the preparation and timely filing of financial reports for all financial assistance programs;
  • Approves financial assistance program applications and contracts prior to submission to any grantor, State or Federal agency;
  • Collaborates with the Chief Financial Officer, Superintendent, Grant Supervisor and other relevant staff to establish and maintain funds, accounts and budgets in the in the financial management system that meet management needs, and comply with grantor agency and State and Federal requirements;
  • Communicates with the Board of Education administrators and officials on fiscal grant related problems and interpret financial assistance program policies, rules and regulations;
  • Controls the final reporting and close out of all financial assistance programs;
  • Develops specific goals and plans to prioritize, organize, and accomplish work;
  • Establishes and maintains an effective system of internal controls and a compliance monitoring system with regard to financial and reporting requirements of laws, regulations and contracts applicable to financial assistance programs;
  • Establishes and oversees a uniform administration policy that is utilized by all agencies and departments of the Board of Education for all financial assistance programs;
  • Interacts and communicates effectively with internal and external audit functions related to the auditing and reporting of financial assistance programs;
  • Maintains a database for all financial assistance programs and maintains an inventory for all financial assistance program applications;
  • Provides information to supervisor, co-workers, and public by telephone, in person, or in writing;
  • Provides staff training and assistance;
  • Provides the Chief Financial Officer with information and documentation required to record financial assistance program revenue, expenditures, assets and liabilities in accordance with accounting principles generally accepted in the United Sated of America;
  • Reconciles the accounting records maintained by the Chief Financial Officer, including financial reports that are filed with grantor and State and Federal agencies;
  • Represents the Board of Education in a variety of interdepartmental contacts related to financial operations of financial assistance programs;
  • Responsible for accurately inputting and maintaining logs, records, and files;
  • Supervises and evaluates the work of subordinates;
  • Performs related duties as required.
