Water & Wastewater Services is a leader in contract management and operations of both public and private water and wastewater utilities. Established in 1983, we serve as many as 250 different utilities across Whatcom, Skagit, Island, Snohomish, King, Jefferson, Mason, Thurston, Pacific, and Kitsap Counties from our main office in Mount Vernon, Washington.
Position Summary:
Water & Wastewater Services is seeking a Billing Utility Clerk with strong customer service skills, attention to detail, and the ability to cross-train across multiple roles within the organization. This position primarily supports utility billing and customer account management, while also cross-training to perform District Office Assistant duties for multiple of our water wastewater districts. The successful candidate will be comfortable shifting between billing operations, bookkeeping, and district administrative work as needed.
Schedule & Location:
This position is located at the main office in Mount Vernon with helping fill in at the district office locations. Office hours are generally 8:00 a.m. to 4:00 p.m. Monday through Friday. Some overtime and evening hours are required, including occasional attendance at monthly board meetings.
Primary Responsibilities — Billing & Customer Service:
- Handle all customer correspondence via phone, email, and mail for systems managed by WWS.
- Perform monthly or bi-monthly billing for multiple water and wastewater systems.
- Receive and post customer payments; produce monthly accounting of customer activity, aged receivables, and deposits.
- Translate meter books into Excel and CUSI for billing.
- Provide information, prepare final billings, and update customer records for title and escrow companies.
- Prepare and send NSF notices, second notices, and 30-, 40-, and 60-day notices as required.
- Prepare shut-off door hangers and boil water notices.
- Track late fees and any charges outside of the normal system costs.
- Produce and record liens as necessary.
Reporting & Records Management:
- Produce monthly consumption reports and usage/loss reports.
- Produce monthly system reports from operator log sheets.
- Produce annual system reports, groundwater treatment plant reports, and chlorination reports.
- Produce and send Annual WUE reports and CCRs.
- Update and maintain customer records in CUSI.
- Maintain, update, and archive all customer records and files annually.
- Create annual meter cards and maintain meter books.
Cross-Training — District Office Assistant Duties:
This position will cross-train into the District Office Assistant role to provide coverage and support for our wastewater district. Cross-training responsibilities include:
- Process accounts payable (AP) and accounts receivable (AR), including vendor payments and customer billing.
- Maintain general ledger accounts and record financial transactions.
- Reconcile bank statements, credit card statements, and other financial accounts.
- Prepare monthly board packets and vouchers.
- Attend monthly board meetings and distribute meeting minutes to the board and management afterward.
- Answer customer inquiries related to district billing and account balances.
- Generate and process wastewater service invoices for residential, commercial, and industrial customers.
- Track and follow up on outstanding balances to ensure timely collections.
- Prepare documentation for permits.
- Perform easement research.
- Assist with resolution writing.
- Support procurement, purchase orders, and vendor communications.
Qualifications:
Required:
- Associate's degree OR a minimum of 3 years of office experience where bookkeeping was required.
- Excellent customer service skills and a positive, proactive approach to work.
- Ability to work independently and communicate effectively with a wide range of people.
- Strong attention to detail and ability to multitask effectively across multiple roles.
- Proficiency on a PC and with the Microsoft Office suite, particularly Excel.
- Willingness and ability to cross-train into multiple positions within the organization.
- Clean, valid Washington State driver's license.
- Ability to pass a pre-employment background check.
Preferred:
- Prior experience with municipalities, utility billing, board administration, or audits.
- Experience with customer billing software (CUSI experience a plus).
- Experience with QuickBooks or similar accounting software.
- Knowledge of wastewater or water utility billing and regulatory compliance.
- Familiarity with government accounting practices.
Compensation & Benefits:
Wage is dependent on qualifications, with a range of $22–$30.25 per hour. WWS offers a full benefits package including vacation and sick time, as well as a Simple IRA retirement savings plan with a matching incentive.
