JOB SUMMARY
Under the supervision of a higher classified employee, supervises the staff responsible for overseeing operations to the Continuum of Care (CoC) and Homelessness Management Information System (HMIS), and other related direct human services programs. Under the Human Services Division Administrator direction, plans, organizes, directs, reviews, and evaluates programs and activities related to the CoC and HMIS.
This position may be eligible for a hybrid work arrangement after the probationary period, in accordance with County policy.
EXAMPLES OF DUTIES
Essential Duties:
- Supervises CoC and HMIS staff.
- Recommends and implements goals, objectives, policies, procedures, and work standards for the specific program area(s) to which assigned.
- Liaison with the Continuum of Care Board of Directors and community agencies that are partners in the HUD COC work.
- Plans, assigns, directs, reviews, and evaluates the work of professional and support staff; recommends selection of personnel and trains them in work processes.
- Interprets applicable federal and state regulations and county policies to subordinates.
- Evaluates program and employee performance.
- Ensures that programs and activities comply with federal, state, and local regulations and guidelines.
- Implements work standards and program review procedures.
- Performs other duties as assigned.

EMPLOYMENT QUALIFICATIONS
Knowledge, Skills, and Abilities:
- Principles, terminology and concepts the Homelessness system of care including the Continuum of Care.
- Interpersonal and communication skills (written and oral) to interact effectively with individuals and agencies involved in related programs.
- Ability to collect, analyzing and evaluate varied information and data.
- Principles and practices of employee management and supervision.
- Interpreting, applying, and explaining complex laws, policies, and regulations.
- Setting priorities, coordinating multiple projects, and meeting critical deadlines.
- Using sound, independent judgment within established policy and procedural guidelines.
- Preparing clear, concise, and effective written materials.
- Directing the maintenance of and maintaining accurate records and files.
- Representing the County and making effective presentations to governmental, business and community groups.
- Establishing and maintaining effective working relationships with those contacted in the course of the work.
PHYSICAL DEMANDS
Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a computer monitor and hearing and speech sufficient to communicate in person or over the telephone.

EDUCATION
Possession of a bachelor's degree in social work or related field.
EXPERIENCE
A minimum two years of experience leading Continuum of Care work, with extensive knowledge of HUD COC guideline and policies.
A minimum of two (2) years of progressively more responsible experience in program coordination, including federal grants management required. Experience with direct client service preferred.

Pay: $70,059.00 - $80,218.00 per year
