JOB SUMMARY

Under the supervision of a higher classified employee, conducts on-site field inspections of drains at various locations throughout Washtenaw County to ensure efficiency and safety. Prepares inspection reports and develops plans for drain maintenance and repair; must have basic skill in keyboarding and Microsoft applications (e.g., Word and Excel). Collects data, refers to work orders, and utilizes maps in the field using GIS collector and City Works mobile applications. Uses City Works asset management system to manage, track, analyze and score infrastructure assets. Tracks and updates work orders, service requests, and staff time using City Works. Performs physical drain maintenance and repair work, including pipe installation, removal of brush, sediment and debris. Operates chain saw, brush chipper and other small equipment as well as heavy machinery such as a boom mower tractor and a Vactor combination sewer cleaner truck. Supervises projects of various scale including seasonal labor crews and contractors. Prepares, executes, and reports on responsive and pro-active construction and maintenance projects pertaining to all types of storm water infrastructure. Responds to environmental incidents and flood emergencies.

EXAMPLES OF DUTIES

Essential Duties:



Investigates a variety of citizen work requests regarding storm water management systems and flood control issues.

Meets or exceeds reimbursement goals set by the Commissioner

Oversees compliance with Water Resources Commissioner's standards, advising for corrections as necessary. May be required to appear in court.

Performs periodic routine drain inspections to assure that departmental standards are met, that drains are operating properly, or to identify and implement necessary maintenance work.

Catalogs and updates office assets in the department's current asset management system.

Provides information and advice to contractors, developers, engineers and property owners regarding legal requirements and standards, construction procedures, and provides assistance in preparing and inspecting permit applications.

Inspects drain and construction for adherence to plans, specifications.

Recommends and implements repair projects by preparing cost estimates, project scopes, and bid specifications for drain maintenance within County Drain code expenditure limits.

Performs maintenance and cleaning to assure proper operation of drains, consistent with the provisions of the Michigan Drain Code.

Oversees, schedules, and coordinates work crew activities involving the maintenance of open channel drains, enclosed rural and urban drains, retention/detention ponds and green infrastructure. Documents work, time, and charges for these activities.

Prepares requests for pricing, awards and executes contracts for various drain maintenance and/or construction projects.

Prepares plans, budgets, and executes projects to fulfill department asset management plan agreements with local units of government.

Performs inspections and communicates findings at public meetings.

Investigates potential and/or existing pollution problems. Participates in 24-hour and weekend emergency flood and environmental response system on a rotational basis.

Maintains accurate and detailed records of activities such as daily time tracking and prepares regular reports for department administrative use.

Enforces the Michigan Drain Code on county drains.

LICENSES AND CERTIFICATIONS

  • Possession of a valid Michigan Vehicle Operator's License is required. Must have a type ¿B¿ Commercial Driver's License (CDL) with a tanker endorsement within 6 months of hire.

PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting, as well as work in the field, and use standard office equipment including a computer, vision to read printed materials and a computer screen and hearing and speech sufficient to communicate in person or over the telephone.

  • Duties may require employee to exert 90 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects.

EDUCATION

Possession of a high school diploma or its equivalent, as well as reading, writing, basic computer, and plan and map reading skills.

  • Successful completion of identified Drain Inspector curriculum requirements, provided that courses are available, to retain position.

Extenuating circumstances are subject to management review and approval.



EXPERIENCE

A minimum of 1-2 years of experience involving storm sewer and drain construction, maintenance and water quality activities or equivalent.

Experience working within a Drain or Water Resources Commissioner's Office is preferred.

Six (6) months break-in period.

  • Successful completion of 6000 hours of on-the-job training, to generally coincide with the completion of identified Drain Inspector curriculum, to retain position.

LEVEL I

Entry-level classification.

  • Employees may advance within level I after accumulating 1780 hours of on-the-job training in the appropriate field work required by approved apprenticeship program, satisfactory job performance and successful completion of a minimum of three (3) courses in the approved apprenticeship program with a 2.0 average or greater within a 12-month period. Other combinations of education and on-the-job experience which could provide the necessary knowledge, skills, and abilities to perform the job should be considered for advancement.

LEVEL II

Employees may advance to level II after accumulating an additional 1780 hours (minimum 3560 hours total accumulation) of on-the-job training as Drain Inspector in the appropriate field work required by approved apprenticeship program, satisfactory job performance and successful completion of a minimum of three (3) courses in the approved apprenticeship program with a 2.0 average or greater within a 12-month period.

Employees may advance within level II after accumulating an additional 1780 hours (minimum 5340 hours total accumulation) of on-the-job training as Drain Inspector in the appropriate field work required by approved apprenticeship program, satisfactory job performance and successful completion of a minimum of three (3) additional courses from the approved apprenticeship program curriculum with a 2.0 grade point average or greater within a 12-month period.

  • May instruct and guide lower classified employees in problem solving and trouble shooting.

NECESSARY SPECIAL REQUIREMENTS

Pre-employment physical examination is required.

Training in soil erosion and sedimentation control, confined space entry, operations level environmental incident response, excavation training and CPR/standard first aid will be offered by the employer and must be completed during the first year of employment or as soon thereafter as classes are available.

Commercial driver's license type 'B', with tanker endorsement.

  • Commercial Drivers License operators are required to participate in a random drug testing pool
