JOB SUMMARY

Under the supervision of a higher classed employee, this position is responsible for managing all internal administrative activities to support consumer choice/self-determined arrangements. self-determination is a model of service delivery that offers more autonomy, choice, control, and responsibility to participants receiving services. Self-determination empowers Medicaid recipients by allowing them to hire, train, supervise, and dismiss their direct service workers who work in their own home or family home. The Self-Determination Coordinator is responsible for issuing/tracking agreements, budget formulation, coordinating with Financial Management Service (FMS), Employers of Record (EOR), and WCCMH staff, data tracking/trend analysis, creating and overseeing education materials/orientation for EOR's, families, and internal staff, and promoting system improvement.


EXAMPLES OF DUTIES

Essential Duties:


  • Oversees and assigns self-determination administrative tasks such as tracking and ensuring compliance with provider qualifications, creating program/informational materials, leading orientation, directing EOR meetings, data reporting, participating in affiliation workgroup, etc.
  • Coordinates the creation, issuing, processing, and tracking self-determination agreements for clients participating through WCCMH inclusive of record keeping of agreements
  • Coordinates and provides assistance with budget formulation, and monitors for Medicaid compliance.
  • Coordinates the communication with clinical team, FMS's, and EOR's. Provides updates to all parties involved in the program, including the roll out of any policy, regulation, or requirement changes.
  • Acts as a liaison between internal WCCMH team members and treatment providers and external stakeholders including but not limited to EOR's, FMS's, WCCMH Board, Prepaid Inpatient Health Plan (PIHP), and Michigan Department of Health and Human Services (MDHHS).
  • Reviews and monitors agreements to ensure all parties comply with policy and agreement requirements. Assigns follow up tasks to ensure program compliance.
  • Oversees state and federal audits including gathering/tracking all documents for external audits (PIHP, MDHHS, etc.) and acts as the agency point person during the audit.
  • Provides education to consumers and their families regarding self-determination principles, roles, and responsibilities in a self- determination arrangement.
  • Consults with clinical, contract, and finance staff as necessary to support the self-determination initiative.
  • Develops training protocols and materials on self-determination to share with WCCMH staff, EOR's, and providers as they navigate through the system.
  • Coordinates and provides in-service/orientation on self-determination for internal and external customers in the program.
  • Manages the development and coordination of quality assurance processes for the on-going evaluation of self-determination and related initiatives, including providing leadership with performance improvement initiatives. Assigns follow up tasks necessary to the performance improvement initiatives.
  • Develops or updates procedures, policies, or standards as required to maintain the program.
  • Organizes and facilitates large group meetings as needed.
  • Maintains and coordinates documents and data collection.
  • Responsible for ensuring all individuals understand service delivery choice options (self-determination individual, self-determination agency, agency with choice, Community Mental Health contracted provider).
  • Responsible for adherence to all Michigan Department of Health and Human Services (MDHHS) standards.
  • Performs other related duties as assigned.

EMPLOYMENT QUALIFICATIONS

Knowledge, Skills, and Abilities:


  • Current knowledge of applicable federal, state, and local laws and regulations.
  • Current knowledge of MDHHS, PIHP, CMHSP regulations and policies.
  • Current knowledge and understanding of MDHHS Behavioral Health Code Chart and Provider Qualifications
  • Current knowledge of MDHHS self-determination policies and guidelines.
  • Research, data analysis, and report preparation techniques.
  • Preparing clear, concise, and effective written materials.
  • Working effectively with the public in phone and face-to-face settings.
  • Interpreting, applying, and explaining policies and regulations for multiple programs.
  • Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.
  • Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system.
  • Ability to make recommendations to leadership regarding improvement projects or procedural changes.
  • Monitoring/assessing performance of the program to make improvements or take corrective action.
  • Organizing work, setting priorities, coordinating multiple projects, meeting critical deadlines, and following up on work with minimal supervision.
  • Communication skills, both written and oral.
  • Creating and using training/instructional methods and procedures appropriate for the situation and/or audience when learning or teaching new things.


LICENSES/CERTIFICATIONS

Possession of a valid Michigan driver's license.


PHYSICAL DEMANDS

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials and a VDT screen and hearing and speech sufficient to communicate in person or over the telephone.These requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.


EDUCATION

Possession of a bachelor's degree with major coursework in accounting, finance, public, or business administration or a closely related field.


EXPERIENCE

Four (4) years of progressive administrative experience within a Community Mental Health agency or similar publicly funded agency, preferably with self-determination. Demonstrated experience in the development and monitoring of individual budgets.


Two (2) year's experience with contract management functions/agreements, preferably self- determination agreements. Experience including working with and managing external partners/providers is preferable.This class description intends to identify the major duties and requirements of the job and should not be interpreted as all inclusive.
