This position is located within the Police Service of the VA Medical Center in Washington, D.C. The mission of the Physical Security Specialist is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. This is accomplished through crime-prevention activities, typical law-enforcement actions, emergency-response capabilities, special training and tactics, weapons, equipment, and systems utilization.

Qualifications:

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Providing physical security and assistance to groups and individuals entering facility or campus; ensuring compliance with security procedures designed to safeguard personnel and property; applying knowledge of security and protection regulations, policies, procedures, and practices; utilizing various security equipment and devices; making/sharing recommendations to improve security processes. Performs law enforcement assignments such as responding to reports of crimes and/or calls for police assistance; securing crime scenes and/or accident sites; taking appropriate actions in emergency situations; conducting investigations; keeping abreast of law enforcement rules, regulations, and techniques. Applicants must possess excellent communication skills. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level, you must have successfully completed a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree, in a field related to physical security that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.

  • Combination: Equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass the agency's Government Vehicle Drivers' physical examination.

Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as a condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9).

CONDITIONS OF EMPLOYMENT
  1. New VA Police Officers/Security Specialist are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
  2. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
  3. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. For some positions, the loss or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid. Reasonable accommodation shall also be considered in determining an applicant's ability to perform the duties of a position.
  4. A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government.

  • Security - Knowledge of the laws, regulations, and guidelines related to securing personnel, facilities, and information, including the requirements for handling, transporting, and protecting classified information and proper reporting of security incidents.
  • Criminal Law - Knowledge of state and federal criminal laws, including procedures, regulations, guidelines, and precedents related to admissibility of evidence and prosecution.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

DIRECT HIRE AUTHORITY:
This position is being filled using Direct-Hire Authority (5 CFR 337.201) for this occupation.

MAJOR DUTIES:
  • Evaluates risk and develops procedures and physical security measures designed to safeguard personnel, property, and operations from unauthorized access, espionage, terrorism, sabotage, damage, and theft;
  • Ensures security requirements and appropriate safeguards, cameras, and panic and intrusion alarms are implemented;
  • Monitors and evaluates existing and planned security projects to ensure timely and quality service conforms to statutory, contractual, and technical requirements;
  • Collects information and prepares reports on the facility's compliance with VA operations and regulations;
  • Conducts system audits and evaluates reports of alleged security violations;
  • Performs law enforcement assignments to prevent or resolve offenses;
  • Initiates appropriate actions to pursue and apprehend offenders who are leaving the scene of a crime or who attempt to resist arrest;
  • Performs bomb search functions as required by coordinating such search activities with the local bomb squad;
  • Conducts full investigations over prolonged periods;
  • Performs search and seizure for evidence to develop case information;
  • Establishes, develops, and maintains effective working relationships with other staff offices;
  • Attends security meetings to gather and share new/changed security program information with security personnel;
  • Develops documents, spreadsheets, graphs, reports, and presentations using various automated systems and software packages;
  • Ensures physical security surveys are followed up promptly;
  • Performs related duties as required.

Physical Requirements: Physical Demands and Work Environment: The work requires full use of extremities, normal hearing, and vision to conduct on-site security surveys, inspections, and assessments. The duties require prolonged standing, walking, crouching, bending, lifting, reaching, pushing, stooping, and climbing stairs and ladders both indoors and outdoors. On-site surveys, inspections, and assessments require exposure to a wide variety of working elements, both indoors and outside, and in general and specialized office spaces. Clothing is subject to being soiled when checking basements, crawl spaces, attics, and other similar areas. Wearing of safety clothing and equipment when in construction or industrial areas is required.
