The LPMHC Program Manager (BHIP PM) manages the Behavioral Health Interdisciplinary Program (BHIP) and is directly responsible for the overall administrative, clinical, and programmatic management of the BHIP program and reports directly to the Deputy Chief of the Mental Service and ultimately to the Associate Chief of Staff for Mental Health (ACOS MH).

Qualifications:

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education: Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have 3 graduated from a CACREP accredited program.
NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Grade Determination:
Licensed Professional Mental Health Counselor (Program Manager), GS-13:
(a) Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
(b) Demonstrated Knowledge, Skills, and Abilities.
  • Ability to administratively supervise other providers and conduct meetings.
  • Ability to maintain a professional environment by following organizational policies, guidelines and safety standards.
  • Ability to establish and clearly communicate guidelines and performance expectations for staff.
GS-13 Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:
  • Ability to make judgments and decisions associated with program management.
  • Ability to monitor program outcomes using data driven quality assurance process.
  • Ability to develop productivity standards appropriate to each service provided.
  • Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Preferred Experience: Experience working with BHIP previously and clear display of management experience.

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-13.

Responsibilities:

Major Duties:
  • Exercising direct and indirect supervisory authority over all Washington DC VA Medical Center providers assigned to the BHIP Program and provides direct discipline-specific supervision, including FPPE/OPPE and performance plan oversight.
  • Managing all aspects of the program, including comprehensive planning, developing, and implementing programs, policies, and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing
    short and long-range program goals, initiatives, and direction for the Behavioral Health Interdisciplinary (BHIP) Program.
  • Developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing BHIP
    Program services for the Washington DC VA Medical Center (DC VAMC).
  • Collaborating with Mental Health leadership to assure all BHIP staff adhere to all current directives of VHA, and meet current Joint Commission standards, State licensure standards, and VA-OIG expectations.
  • Providing direct clinical services for a portion of his/her time and functions as a member of the team with clinical privileges in Psychotherapy at the Washington DC VA Medical Center.
  • Providing matrixed program leadership and comprehensive administrative, technical, and clinical supervision for Behavioral Health Interdisciplinary Program (BHIP) staff, collaborating with discipline-specific supervisors (e.g., Chief of Psychiatry, Psychology, and Social Work) who retain responsibility for formal personnel actions and disciplinary processes.
  • Provides oversight of administrative and programmatic resources for the multidiscipline team delivering specialized, complex, and highly professional mental health services that significantly impact the health care provided to Veterans.
