The Adult Protective Services (APS) within the Home and Community Living Administration (HCLA) is hiring two Safety Training Specialists. This exciting role offers the opportunity to shape meaningful, high-impact training that directly supports the safety, confidence, and long-term success of Adult Protective Services (APS) employees. APS protects Washington State’s vulnerable adults from mistreatment by conducting objective and timely investigations and providing protective services. In this role, you will develop, plan, coordinate, and facilitate professional worker safety training for APS staff statewide. You will build interactive curriculum and training activities that promote and facilitate client and employee safety planning and risk assessment in the field. Such training helps APS staff effectively respond to situations, prevent accidents, mitigate risk and injuries while serving Washington State’s vulnerable adults.
You will also analyze training needs and develop training strategies using your expertise in occupational safety, safety planning, instructional design, and adult learning. You will serve as a statewide expert on worker safety, providing consultation to APS executive leadership, managers, and staff on the implementation of safety plans, best practices of worker and client safety, and improvements of safety training. It is a chance to influence organizational culture, elevate safety standards, and contribute to a stronger, more resilient workforce that protects Washington State’s vulnerable adults.
This role requires on-site presence in office and in field.

Some Of What You Will Do
- Design, develop, and implement professional safety training plans aligned with APS policies and state and federal requirements.
- Provides instruction and presentations related to worker safety to APS staff statewide across various settings, including classrooms, field locations, and virtual environments.
- Identify current and future training needs based on data and create plans and strategies to meet those needs.
- Work closely with local office safety officers and analyze on-the-job incident reports to identify safety risk and develop mitigation strategies.
- Support regional managers by reviewing regional safety training plans and providing technical assistance in the implementation of such plans.
- Regularly update training materials to meet federal requirements and ensure worker and client safety.
- Plan and coordinate training activities, such as scheduling training sessions, evaluating learning outcomes, and managing courses in the Learning Management System.
- Analyze statewide data to spot safety issues or trends and develop training to reduce risks.
- Develop and facilitate other training activities based on business needs.
- A master’s degree in social work, occupational safety and health, safety studies, health or social science, or closely related field, AND at least three years of professional experience is in workplace or field safety programs, occupational safety and health programs, or education programs, including a minimum of two years of experience developing and providing training to adults in diverse settings.

- Nine years of equivalent combination of education and experience, where professional experience is in workplace or field safety programs, occupational safety and health programs, or education programs, and developing and providing training to adults in diverse settings, including a minimum of two years of experience developing and providing training to adults in diverse settings.
- Knowledge of Adult Protective Services federal and state administrative regulations and laws.
- Familiar with field safety related to social service work that involves field investigations in diverse settings such as private residences and care facilities.
- Experience developing and providing worker safety training, including but not limited to situational awareness, risk assessment, de-escalation, escape, evasion, and self-defense.
- Knowledge of adult learning principles and instructional methods.
- Strong skills to facilitate and deliver training to diverse groups of individuals.
- Ability to collect and analyze data from systems and make thoughtful recommendations that result in positive program changes.
- Ability to interpret and communicate, policy, federal and state statutory and regulatory requirements.
- Skill and ability to strategically partner with internal and external partners.
