DSHS ESA Social & Health Program Consultant 2
The Department of Social and Health Services, Economic Services Administration (ESA) , Community Services Division (CSD) is seeking a Social and Health Program Consultant 2 to join our team.
This position reports to the Business and Infrastructure Administrator within CSD Operations and provides statewide program consultation and technical assistance for the Benefit Verification System (BVS). In this role, you will independently develop, implement and monitor multiple BVS access Data Share Agreements (DSA) for State Agencies, interlocal governmental agencies, State Court systems, Commerce related programs, and community-based organizations that require verification of public assistance for community-based programs that clients may be eligible to receive. You will be responsible for ensuring all DSA comply with guidelines established by Federal, State, and private Certified Public Accountant (CPA) firms that conduct audits for community partners.
In addition, you’ll provide administrative support for the Limited English Program (LEP). Administrative support will include processing translation requests and reconciling invoices.
Some Of What You Will Do
Master's degree or higher in social work, a health or social science, public administration, or a related field and two years of professional experience in planning, administering, developing, or delivering social, financial, health or treatment services programs
Or
Bachelor's degree in social work, a health or social science, public administration or a related field and three years of professional experience in planning, administering, developing, or delivering social, financial, health, or treatment services programs
Or
One year of experience as a Social and Health Program Consultant 1
Equivalent Experience/Education
Note: A degree in Social Work must be from an educational program accredited by the Council on Social Work Education. Experience as a WorkFirst Program Specialist, Social Services Specialist or Public Benefits Specialist may substitute year for year for the required education.

Some Of What You Will Do
- Work directly with current and prospective BVS Agencies and CSD Contracts Officers to establish BVS DSA’s and user access
- Plan, develop, and manage all aspects of the BVS intake process to ensure all non-disclosure, intake forms, and contract documents are completed and submitted to the CSD Contract Officer to start execution of the DSA
- Work with the CSD Contracts Officer to initiate DSA intake process for approved BVS agencies.
- Responsible for the ESA contracts risk assessment and development of the BVS monitoring plan
- Research and use all tools and materials available, such as the Secretary of State Corporation Search Database to verify all potential BVS agencies, and ensure tax information, business licenses, and other business data matches, is accurate, and current.
- Manage the process for access requests and provides relevant instruction materials and guidelines for BVS users. Track and monitor data related to access requests and develop reports if requested.
- Interpersonal Skills – Understand how to influence the team to boost morale and success in furthering organizational objectives.
