The Revenue Agent 4 contributes to the economic well-being of L&I by supervising a team of Revenue Agents who collect debts owed to the department.
The position supports the agency’s strategic Goal #3 “Make it easy to do business with L&I”, Goal #4 “Help honest workers, businesses and providers by cracking down on the dishonest ones”, and Goal #5 “Ensure L&I is the employer of choice.”
This position is flexible/hybrid with one day a week working at either the office in Tacoma, or Silverdale, WA.
For positions where in-office work is necessary, the frequency of telework will be discussed with the supervisor of the position at the time of offer.

Required:
Please Note: Q ualifying experience may substitute year-for-year for education.
Three years of experience as a Revenue Agent 3.
OR
A bachelor’s degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field
AND
Five years of experience in the collection of civil or criminal debt, law enforcement, personal or corporate finance, accounting or bookkeeping, or investigations involving personal background, business practices or fraud.

Demonstration of Position-Specific Skills, Abilities and Competencies (for a complete list, please request the PDF), including:
Experience leading and/or supervising other staff.
Knowledge of LEAN Principles a plus.
Knowledge of: Applicable Revise Codes of Washington (RCW) and Washington Administrative Codes (WAC); federal and state laws, regulations, polices and decisions affecting the legal collection of funds; instructional and presentation techniques; principles and methods for curriculum and training design; community property laws and lien priorities of third parties; investigative techniques; supervisory responsibilities and practices.

Duties
Some Of What You’ll Do
- Responsible for day-to-day operational activities, assignment of work, leave
- approval, personnel issues, and taking appropriate corrective/disciplinary
- actions.
- Conducts recruitments and make hiring recommendations.
- Ensures the team has the tools, resources and training necessary to be
- successful.
- Conducts conflict management and resolves complaints and issues.
- Monitors staff workloads to ensure appropriate caseload levels.
- Plans, schedules and conducts staff meetings.
- Represents the team at Statewide Collections Meetings.
- Makes recommendations to management concerning staff issues.
- Develops and maintains effective working relationships with supervisors and
- management across regions, programs and divisions.
- Prepares and maintains production statistics and scorecard reports for the team.
- Interprets and communicates work procedures and program policies.
- Ensures adherence to rules and procedures, and that work product meets
- professional and timeliness standards.
- Observes and evaluates staff performance to determine coaching and mentoring
- needs for improvement.
- Promotes team development and succession planning.
- Conducts performance evaluations and encourages staff professional
- development through training opportunities.
- Processes waiver and uncollectable requests.
- Reviews adjustments, transfers, and exception reports and take action as
- needed.
- Submits recommendations on Director’s Compromise, revocations and seizures.
- Reviews extended payment plan requests and approve if appropriate.
- Reviews requests to issue Personal Liability assessments.
- Coordinates with other programs and agencies to resolve and address possible
- fraudulent activities and complex cases.
- Provides technical guidance and direction to staff.
- Assists and accompanies staff on more complex actions such as asset seizures,
- revocations and till taps.
- Leads or participates in Lean events and other statewide program efforts.
- Attends and participates in staff meetings and scheduled trainings.
