Job Description

Minimum Qualifications:

Education

  • Bachelor's Degree from an accredited college or university.

Experience

  • A minimum of twelve (15) years of professional experience in either investigations, legal, auditing, accounting, or evaluations, and ten (10) years of demonstrated experience as an executive, manager, or supervisor responsible for leading, planning, organizing teams, establishing work plans, and/or directly supervising a staff of subordinates.

Certification/Licensure

  • N/A

Preferred

Certified Fraud Examiner (CFE) technical certification/license(s)

Job Summary:

The Deputy Inspector General for Investigations (DIGI) leads an independent organization responsible for investigative activities related to programs and operations of the Washington Metropolitan Area Transit Authority (WMATA). The incumbent provides leadership and coordination and makes recommendations to promote economy, efficiency, and effectiveness in the administration of programs and operations, as well as detect and prevent fraud, waste, and abuse in such programs and operations. The DIGI conducts, supervises, and coordinates investigations; and keeps the Inspector General apprised of all investigations.

Essential Functions:

  • Leads the investigation team by planning, initiating, developing, and managing policies, procedures, and techniques focused on improving WMATA's operational efficiency and effectiveness while identifying and preventing fraud, waste, and abuse within WMATA programs and activities.
  • Provides expert guidance and leadership to OIG management and staff on investigative matters, ensuring adherence to OIG standards, procedures, and guidelines in line with the OIG Investigative Manual and the Association of Inspector General standards.
  • Oversees digital forensics, cyber investigations, and IT-related investigative functions, including policy development, digital evidence collection, forensic analysis, and complex electronic data recovery.
  • Provides leadership and oversight for all criminal, administrative, and civil matters, ensuring high-quality case development, lawful evidence practices, interagency coordination, and effective supervision of investigative staff.
  • Provides strategic guidance for all data analytics and investigative research efforts, ensuring the creation of high-quality products that support the overall mission of the OIG.
  • Reviews and edits written products of subordinates, to ensure that findings are properly developed and documented, and that appropriate recommendations are made.
  • Maintains strong relationships with WMATA management across different levels to ensure their understanding of investigative outcomes and resolve conflicts as they arise.
  • Develops and maintains efficient case management systems that track investigative progress and documents administrative or criminal outcomes and activities.
  • Prepares presentations that highlight investigative progress and findings for the WMATA Board of Directors and management, ensuring any reported deficiencies are recognized and addressed.

  • Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
