What are the responsibilities and job description for the Training Specialist (Project Manager) position at Washington Headquarters Services?
The Washington Headquarters Services (WHS) Individual and Organizational Development (I&OD) team is seeking a dynamic, multi-talented Training Specialist (Project Manager) for a full-performance GS-13 position in Alexandria, VA.

What we're looking for:
The strongest candidates will bring well-rounded experience across several of our core focus areas rather than deep expertise in only one:
- Training and Program Evaluation: Experience with Kirkpatrick evaluation models, formative/summative evaluations, training facilitation, and overall training program management.
- Organizational Development & Coaching: Expertise in leadership development, Change Management, intervention design, and ICF-credentialed coaching.
- Performance Improvement: Hands-on experience with root cause analysis and standard performance models like Gilbert’s BEM, Rummler & Brache, or Mager & Pipe.
- Data Analysis & Insights: A strong ability to lead focus groups, conduct interviews, perform survey design, and synthesize qualitative and quantitative data.
- Instructional Design: Proven capability in curriculum development and delivering both virtual and in-person instructor-led training.
Key Takeaway:
If you have worked across a combination of training evaluation, organizational diagnostics, program management, and instructional design, we want to see your application! The more of these domains you bring to the table, the stronger your fit will be for this dynamic role.
