What are the responsibilities and job description for the Procurement Analyst position at Washington Headquarters Services?

Supervisory Procurement Analyst (Acquisition Policy & Leadership)

Agency: Washington Headquarters Services (WHS), Acquisition Directorate

Grade/Salary: NH-04 (GS-14/15 Equivalent)

Location: Washington, D.C. Metropolitan Area

The Opportunity: Shape the Future of Defense Acquisition

Are you a seasoned, visionary acquisition leader ready to make a significant impact on national security? The Washington Headquarters Services (WHS) Acquisition Directorate is seeking a high-impact Supervisory Procurement Analyst to lead a team of federal acquisition professionals and drive strategic policy initiatives.

This is not a typical procurement role. You will operate in a high-visibility environment with direct exposure to Senior Executive Service (SES) leadership, shaping the very framework of our acquisition processes. We are looking for a strategic thinker who can navigate complex policy landscapes, inspire a team of experts, and champion innovative acquisition solutions.

Your Role and Responsibilities

As a key member of our leadership team, you will be entrusted with:

  • Supervisory Leadership & Mentorship: Lead, supervise, and develop a team of civilian procurement professionals. Provide guidance on complex acquisition challenges, foster professional growth, and handle all aspects of federal employee management, including performance, training, and employee relations.
  • Strategic Policy & Oversight: Serve as a subject matter expert on federal procurement laws and regulations (FAR, DFARS). You will analyze, interpret, and implement acquisition policy, providing authoritative guidance to senior leadership and program managers.
  • Acquisition Process Innovation: Drive continuous improvement within the directorate. You will identify and spearhead initiatives to streamline acquisition processes, reduce procurement lead times, and implement cutting-edge acquisition strategies, including the use of Other Transaction Authority (OTA) and Rapid Fielding Office (RFO) concepts.
  • High-Level Stakeholder Engagement: Represent the Acquisition Directorate in high-level meetings and integrated project teams (IPTs). Brief and advise senior WHS and DoD leadership on complex procurement strategies, policy decisions, and acquisition risks.

Candidate Profile: What You Bring

We are seeking candidates who have a mastery-level understanding of federal acquisition and a proven history of leadership.

Required Qualifications:

Extensive Federal Supervisory Experience: Demonstrated experience leading, managing, and mentoring a team of federal employees (civilian or military) in an acquisition-related field.

Senior-Level Acquisition Expertise: Mastery of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) with a proven track record of applying this knowledge to complex, high-dollar value acquisitions.

Strategic Acumen: Experience developing and implementing acquisition strategies for major programs or initiatives, with a clear understanding of the full acquisition lifecycle.

U.S. Citizenship and the ability to obtain and maintain a security clearance.

Desired Qualifications (Highly Qualified Candidates will possess one or more):

  • Experience with innovative acquisition methods, such as Other Transaction Agreements (OTAs).
  • DAWIA Level III certification in Contracting or a related field.
  • Experience in a headquarters or strategic policy-focused acquisition environment.
  • A forward-thinking mindset with a history of challenging the status quo and driving organizational change.

Why WHS Acquisition Directorate?

This is an unparalleled opportunity to influence the acquisition landscape of the Department of Defense from a strategic perch. You will be empowered to lead, innovate, and contribute directly to the mission of supporting our nation's warfighters. If you are ready to take on a challenging and rewarding leadership role, we encourage you to apply.
