Position Summary
Washington Headquarters Services (WHS) is seeking a senior-level Supervisory General Engineer to lead a branch within the Construction Management Division. In this role, you will serve as both a Technical Authority and a Branch Chief, overseeing multi-discipline turnkey construction projects at the Pentagon, Mark Center, and Raven Rock Mountain Complex.
This is not just a desk job; you will manage the full lifecycle ("cradle-to-grave") of high-visibility projects crucial to national defense, ensuring facilities for the Office of the Secretary of Defense and Joint Staff are executed on time, within budget, and to the highest safety standards.
Key Responsibilities
1. Branch Leadership & Supervision (50%)
- Lead, mentor, and supervise a team of engineers, architects, and technical staff.
- Balance workload distribution, approve leave, and manage performance appraisals and awards.
- Identify resource gaps and negotiate for additional staffing or funding when necessary.
- Foster a high-performance culture, resolving personnel issues and ensuring a discrimination-free workplace.
2. Senior Project Management & Oversight (50%)
- Oversee a portfolio of complex construction and renovation projects (typically 24–48 months duration) from planning and scoping through design, construction, and turnover.
- Manage multi-disciplinary requirements including civil, structural, electrical, mechanical, and architectural elements.
- Serve as the primary point of contact for internal and external stakeholders, including the Pentagon Force Protection Agency and Defense Information Systems Agency (DISA).
- Review and approve technical drawings, specifications, Independent Government Estimates (IGEs), and Scopes of Work (SOWs).
- Monitor project budgets, identify unauthorized charges, and implement corrective actions for cost/schedule deviations.
Qualifications
- Specialized Experience: Extensive knowledge of commercial/industrial construction methods, master planning, and facility lifecycle management.
- Project Controls: Demonstrated ability to manage project schedules, cost estimating, and financial resources for federal or large-scale private projects.
- Leadership: Experience leading Integrated Project Teams (IPTs) and supervising technical staff.
- Communication: Ability to brief senior leadership (top echelon conferences) and negotiate with skeptical or resistant stakeholders to achieve mission goals.
Conditions of Employment
- Security Clearance: Must be able to obtain and maintain a Secret security clearance.
- Certification: Must possess or obtain Project Management Professional (PMP) certification (or equivalent) within 2 years of employment.
- Drug Testing: This is a Testing Designated Position (TDP) subject to random urinalysis.
- Financial Disclosure: Must file an OGE Form 450 (Confidential Financial Disclosure Report) annually.
Salary : $142,488 - $185,234
