About The Opportunity

Washington County Facilities, Fleet, and Parks Department is seeking a proactive, engaged, and reliable security professional to join our team in creating safe, welcoming and comfortable public spaces to serve the diverse staff, citizens, and visitors of Washington County. The Safety and Security Manager will provide the necessary leadership and subject matter expertise to coordinate comprehensive, integrated security and risk reduction strategies that include updating and/or creating policies, procedures, training and management best practices. This position will work collaboratively across the organization to develop and implement a long-term plan that meets a wide range of current and future security needs.

Responsibilities Include

  • Create a culture of shared responsibility among departments and staff that addresses a variety of risk situations, especially those that pose an immediate threat to life and safety.
  • Creating a safe space for Washington County staff and visitors and execute successful change management within a bureaucratic setting.
  • Support workplace violence prevention, preparedness, and response capabilities of the organization.
  • Perform routine evaluations of campus security and engage stakeholders across the organization to understand current safety and security practices and concerns.
  • Shift priorities from routine work to respond to urgent incidents with pride, professionalism, and a positive demeanor
  • Coordinate all physical security functions currently performed by Facilities Division, including:
    • Electronic security functions related to intrusion, access control and video systems.
    • Control of badging and access to facilities.
    • Coordination of background checks, security and escorting related to contractors.
    • Advise Facilities Operations and Capital Projects teams on principles of Crime Prevention Through Environmental Design (CPTED)
    • Manage contracted security guard services.
  • Assume responsibility for most of the strategies and initiatives currently being addressed by the staff-led Emergency Planning, Safety and Security Team (EPSST) and manage all day-to-day security issues related to County facilities, with support from EPSST as needed.
  • Work collaboratively with Risk Management in support of the Emergency Response Team program and assist with updates to the County's Emergency Action Plan.
  • Work closely with the County Communications Officer and Assistant Communications Officer on emergency notifications and safety messaging.
  • Work collaboratively with the EPSST to create a comprehensive Active Shooter Emergency Action Plan, based on the six-step planning guide from the Department of Homeland Security.
    • Work to establish protocols and procedures intended to prevent, recognize and respond to an active shooter.
    • Develop and refine active shooter response capabilities that include building access control, emergency notifications, evacuation strategies, rally points, emergency responder coordination, accounting for personnel, communications management, and short and long-term recovery.
  • Work with EPSST to coordinate plan-related training across the organization, developing the knowledge, skills and abilities to perform required response and recovery tasks, as well as exercise of the plan.
Knowledge Of

Ideal Knowledge, Skills, and Abilities (KSAs):

  • Principles and practices of organizational security, emergency management, and safety administration within state and local government environments.
  • Principles and practices of threat assessment, risk analysis, security auditing, and incident evaluation.
  • Strategic planning methods and techniques to develop security frameworks, safety programs, and business continuity plans.
  • Modern public agency office practices and procedures, including documentation standards for incident reporting and compliance tracking.

Skills To

  • Communicate clearly and effectively, both verbally and in writing, with employees, leadership, public partners, union representatives, and community stakeholders - especially during high-pressure or emergency situations.
  • Exercise judgment to respond to, investigate, and resolve complex security and safety issues.
  • Effectively manage staff including hiring, training, coaching, evaluating performance, and supporting professional development.

Ability To

  • Research, evaluate, and analyze safety risks, operational vulnerabilities, and incident trends affecting facilities, programs, and employees.
  • Assess program operations, identify gaps in security and safety measures, and evaluate the performance of risk-mitigation strategies.
  • Work independently within broad guidelines, using sound judgment while upholding transparency, accountability, and ethical standards.

Minimum Qualifications

  • Bachelor's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Five (5) years of relevant professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role. OR
  • Master's Degree in criminal justice, social work, psychology, social sciences, an applied research-related field, or other related field; AND Three (3) years of pertinent professional experience related to the specific program area of responsibility. Experience must include responsibility for the oversight and evaluation of program activities and at least two (2) years of work experience in a project, program, or team lead or supervisory role.

Specific program areas of responsibility include: Personal, equipment, and real property security for organizational staff and visitors. Includes oversight of security systems and personnel.

  • Some positions may be required to complete a background check.
  • Some positions may be required to possess a valid driver's license and have an acceptable driving record per Washington County policy.
