The Engineering Technician I – Traffic provides maintenance services for traffic signal systems throughout the county, including troubleshooting, preventive maintenance, minor repairs, and marking underground utilities (locates). This position is entry-level and will include training from fellow staff with opportunity to progress to higher job classifications as skills are obtained and utilized.

DESIRABLE EXPERIENCE: 

  • Working in close proximity to highway traffic
  • Utilizing an electronic multi-meter to test electrical circuits
  • Operating hand and power tools
  • Operating equipment such as an overhead personal lift vehicle
  • Construction inspection
  • Maintaining inventory of assets, including on-hand stock of parts and equipment and field inventory of assets via Geographic Information System (GIS) tools
  • Installing, maintaining, or operating fiberoptic or ethernet networks
  • Locating underground utilities using locator equipment



SELECTION TECHNIQUE: Your training and experience will be rated based on the required application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.
 
HOURS/DAYS: 7:00 am - 3:30 pm / Monday - Friday / 40 hours per week. Work, schedules (hours and days) are subject to change based on department needs.
 
ANTICIPATED HIRING RATE: $24.99 - $29.59 Hourly

The Engineering Technician I is responsible for supervised essential engineering work in design, GIS asset management, and/or traffic operations within the Public Works Department.MINIMUM QUALIFICATIONS:
 
Traffic Operations: High School Diploma. Post-secondary training in civil engineering, drafting, electronics, traffic or highway construction desirable. Ability to obtain MN/DOT Signal and Lighting certification within twelve months of employment. Ability to obtain International Municipal Signal Association (IMSA) Level 1 Certification within three years.
 
All Areas: Must have own means of reliable transportation for business purposes. Individuals operating a motor vehicle for county business must possess a valid driver's license.

  • Ability to interpret highway and/or traffic signal construction plans, property legal descriptions, engineering and survey records and maps.  
  1. Perform engineering calculations and design for County infrastructure improvements (horizontal and vertical alignments, cross-sections, right-of-way and material quantities).
  2. Coordinate and prepare construction plan documents, layout plan format and content.
  3. Prepare project cost estimates and special provisions.
  4. Compile, develop and maintain the Public Works asset management geographic and attribute databases.
  5. Collect, change, convert and project data to work with electronic data from other agencies.
  6. Collect GIS field data using GPS equipment for the Public Works Capital Assets programs; Perform surveys (GIS data collection, preliminary, route, topographical, hydraulic and construction, etc.).
  7. Assist in the development and implementation of standard GIS procedures, programs and processes for asset management program.
  8. Perform field measurements of horizontal coordinates, elevations and highway alignments for the GIS system and verify the accuracy of the data collected.
  9. Inspect traffic signal systems to determine if all components are functioning as intended to accommodate pedestrian and vehicle traffic.
  10. Provide routine and preventative maintenance to signal systems.
  11. Diagnose malfunctioning traffic signal systems by isolating problems to specific pieces of equipment in the cabinet, field hardware or connecting cables.
  12. Repair malfunctioning electronic traffic signal system equipment by using standard and specialized test equipment.
  13. Maintain tool and testing equipment for repair and diagnosis of electronic traffic signal equipment.
  14. Perform field locates for underground county-owned utilities per Gopher State One Call requirements.
  15. Operate maintenance equipment including overhead personal lift vehicle, hand and power tools and electronic test equipment.
  16. May respond for emergency situations such as traffic signal damage caused by traffic accidents or storms.

Performs other duties as assigned.
Essential functions: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, and 16.
 
WORK ENVIRONMENT
 
Traffic Operations: Work is performed 25% inside/75% outside. Must be able to perform the following on an occasional to frequent basis including bending, turning/twisting, kneeling, climbing, reaching out, grasping, and lifting up to 50 pounds. Exposures may include, but are not limited to construction zones, heavy equipment, live traffic, heat, cold, rain, dust, noxious weeds, insects, direct sunlight, and dirt. Equipment used but not limited to includes personal computer, printers, telephone, cellular phone, calculator, typewriter, copy and fax machine, video equipment, boom truck, personal safety equipment, electronic drafting equipment, material testing equipment, and survey instruments. Work interruptions are frequent. There is some pressure associated with dealing with project or activity deadlines and details. Driving or riding to field work locations, attending meetings, participating in training sessions, etc. is required. Additional physical/mental requirements may not be listed above but are inherent in performing the position's essential functions.
