Job Title: Director of Facilities Maintenance and Technology – Full-time
Reports To: Executive Director
Position Summary
The Director of Facilities Maintenance and Technology reports directly to and shall assist the Executive Director in coordinating the Warwick Housing Authority’s goals related to the maintenance program, personnel assignments for maintenance, technology and general maintenance management including vendors.
The Director of Facilities Maintenance and Technology position is the administrative lead for all property maintenance and technology functions. This position requires full responsibility for the physical aspects of the unit vacancies to occupancy and overall modernization of all housing units, buildings and overall performance of the maintenance division. Creation of scope of works and proper procurement for work to be performed is a requirement.
The position monitors and provides direct supervision of the maintenance personnel through direct performance of the work order system and develops, provides training, and enhances reporting to monitor overall performance.
The position manages all service contracts such as pest control, elevator maintenance, and provides direct on-call assistance when needed by on-call personnel and is available 24-7 to address all aspects of the physical properties. Along with oversight of vendor contracts, planning such as creation of integrated pest management and preventative maintenance programs are required functions of the position.
The position oversees the maintenance of all the PHA properties, so they are safe, enjoyable places to live, efficiently operate, attractive assets to their neighborhoods and fully compliant with all governing rules and regulations. Works closely with the Construction Administrator and the Maintenance Foremen.
The position manages all service contracts and monitors all aspects of the technology including security cameras, security vendors and IT network solutions.

Major Responsibilities and Duties:
Participates, coordinates, and creates preventative maintenance programs and provides training.
Ensures that annual modernization planning, capital and need assessments for each planning cycle to ensure that all properties maintenance priorities are identified and addressed.
Reviews sample work orders each week and audits the work for quality and completeness.
Inspections of all maintenance facilities and developments to ensure all work sites and employees meet OSHA requirements and obtain any training to meet certification requirements.
Directly supervise, coordinate and direct the work of subordinates engaged in the maintenance and upkeep of all the Authority’s housing and overall condition of its properties.
Responsible for assigning tasks to the Working Foremen and General Maintenance staff including working hours and job assignments.
Supervise maintenance staff in the inspection and upkeep of tenant apartments including their performance of repair work to all equipment and buildings. Ensuring that all units meet or exceed the requirements of HUD NSPIRE (National Standards for the Physical Inspection of Real Estate).
Physically inspects the work of the maintenance staff with the Working Foremen before, during or after work orders have been issued.
Reviews all requests for supplies and maintains the inventory of general maintenance supplies and equipment.
Responsible for the supervision of the routine and preventative maintenance program.
Responsible for setting annual departmental goals and successful completion thereof, including the ability to be innovative and implement successfully.
Responsible for other duties and assignments as required by the Executive Director; including the technology and security innovates.
A bachelor’s degree is preferably with a major in engineering, architecture, building science, municipal planning, or liberal arts.
Five or more years’ experience in a public or private organization in planning, and public works, maintenance, municipal zoning or building, construction environment responsible for supervising, planning, and scheduling for large residential and multifamily housing portfolio.
Experience with state and local building codes and ordinances, inspection techniques and contract monitoring preferred.
Physical Requirements
Must be able to walk and/or drive to rental units, walk both up and down stairs and lift and/move up to 30 pounds. The employee may on occasion be required to sit, stand, walk, kneel, stoop and crouch. Visual demands require routinely reading documents for general understanding, compliance and analytical purposes and frequent computer usage. Position requires the ability to effectively communicate with tenants, applicants and staff.
