OPERATIONS MANAGER- PUBLIC WORKS


GENERAL DEFINITION OF WORK:
Performs difficult skilled technical and administrative work managing buildings, grounds, solid waste or special projects department; performs related public works and facility duties as required. Work is performed under the general direction of the Director of Public Works. Supervision is exercised over division personnel.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Supervises the operations and directs the work of division personnel; maintains records, prepares reports.

  • Oversees and directly supervises operations at designated work sites and assigns work daily, processes timesheets and leave requests, performs annual employee evaluations; administers disciplinary and complimentary actions as necessary; participates in interviews.
  • Plans, leads, and coordinates division operations.
  • Develops and administers contracts; schedules and provides oversight of contract operations.
  • Oversee capital improvement and preventative maintenance programs for division sites, facilities and equipment.
  • Prepares requests for proposals, bid documents, purchase order requests and oversees contracts in accordance with procurement practices and County policies.
  • Assists in preparation of County’s division budget; monitors budget monthly to ensure conformance with budgetary requirements and budgetary management directives.
  • Establishes and maintains necessary records and files necessary to the management of the division; prepares reports on operations, accidents, activities, and other reports as requested; makes presentations as required.
  • Responsible for the maintenance and upkeep of parks, including landscaping, litter removal, equipment care, and ensuring safe, clean, and welcoming public spaces.
  • Develops and conducts safety programs and employee training.
  • Visits facilities and routes and inspects work of employees.
  • Deals with the public and answers questions and complaints from citizens and customers.
  • Partners with Public Works divisions to coordinates and oversee snow removal operations at various County facilities, solid waste sites and facilities.
  • Operates and maintains equipment as required.
  • Coordinates related public works and facility services/projects as required.
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of division requirements and procedures; through knowledge of materials, methods and best practices for division operations; thorough knowledge of equipment operation and maintenance; knowledge of the hazards and safety precautions of the work; ability to plan, supervise and evaluate the work of subordinates; ability to prepare budgets, work plans and reports; ability to establish and maintain effective working relationships with officials, associates and the general public; ability to communicate effectively in both oral and written forms.

EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with a degree in environmental science or civil engineering and considerable experience in operations management and public works-related operations; experience with equipment; and prior experience in management of operating and capital budgets and personnel required.

PHYSICAL REQUIREMENTS:
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects, and some heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, night vision, peripheral vision, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils.

SPECIAL REQUIREMENTS:
Possession of an appropriate commercial driver’s license valid in the Commonwealth of Virginia. Possession of Commercial Pesticide Applicator’s License or attained within 12 months (Grounds Maintenance & Public Works). Ability to obtain Waste Management Facility Operator Class I License within two (2) years (Solid Waste). Ability to obtain VDOT Intermediate Work Zone Traffic Control Certification and DCR Dam safety training within twelve (12) months of employment (Public Works).
