COUNTY OF WARREN
DEPUTY COMMISSIONER OF THE REVENUE III- AUDITOR
GENERAL DEFINITION OF WORK:
Performs difficult skilled clerical and technical work serving as auditor and assisting in the operation of the Office of the Commissioner of the Revenue; does related work as required. Work is performed under general supervision. Supervision is exercised over subordinate personnel.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Conducting field investigations, discovery and audits of business establishments to determine tax liability for business personal property and license liability; maintaining records and files; preparing reports; assisting the public.

- Conducts various types of audits including financial, compliance, and investigative reviews to verify accuracy and completeness of tax returns for personal property and gross receipt business licenses.
- Researches and compiles background information and code references; prepares responses to audit finding appeals.
- Maintains case and statistical tracking to report progress and results of revenue audits.
- Answers inquiries from customers concerning sensitive issues and County policy; provides information concerning existing, new or planned programs.
- Supervises staff; assists in training staff on procedures for obtaining new business licenses, statutory assessments and supplemental billings.
- Develops audit procedures to include work plans and project timetables; schedules site visits with business representatives to disseminate information concerning the offices tax program and encourage full cooperation.
- Summons businesses and individuals to provide documents to support tax filings including asset listings, depreciation schedules, federal income tax returns, gross receipts, schedule c’s, etc.; works with Sheriff’s office for delivery of summons.
- Maintains knowledge and stays abreast of latest legislation.
- Works with Treasurer on business license, business personal property, food and beverage tax, transient occupancy non-filers and delinquencies.
- Performs the duties of the Deputy Commissioner of the Revenue III as required or assigned.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of general laws and administration of policies governing real and personal property; thorough knowledge of State and local tax code pertaining to local business licensure; thorough knowledge of modern office practices and of standard office and accounting equipment, including computer equipment; ability to plan and supervise the work of subordinates; ability to prepare and maintain detailed financial records and reports; ability to make arithmetical calculations quickly and accurately; ability to establish and maintain effective working relationships with State, County, and local officials, associates, tax preparers, attorneys, business owners and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in business, accounting, finance or related field supplemented by specialized training in real and personal property assessments and moderate experience in local real or personal property tax work.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 25 pounds of force frequently, and a negligible amount of force regularly or constantly to move objects; work requires fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring devices, operation of machines, determining the accuracy and thoroughness of work, operating motor vehicles and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, work near moving mechanical parts, fumes or airborne particles, and risk of electrical shock.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver’s license valid in the Commonwealth of Virginia. Commissioned as a Notary Public within six months of hire.
