GENERAL DEFINITION OF WORK:                                                                                         

Performs professional accounting and budget analysis work including the supervision of Accounts Receivable and Accounts Payable and overseeing the day-to-day operations of the Finance Department. Work requires the application of established County finance procedures, local ordinances and North Carolina General Statutes governing responsibilities of local government fiscal operations and General Accepted Accounting Principles. Work is performed under the general supervision of the Finance Director.  

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Overseeing the operational and accounting aspects of the Finance Department; maintaining the general ledger and financial records; supervising the Accounts Payable and Accounts Receivable staff; assisting with the coordination of the annual audit and budget preparation; preparing journal entries; reconciling complex bank accounts; preparing periodic and special reports.

  • Provides support for all aspects of the operations of the Finance Department including accounts payable and accounts receivable.  Acts as backup for the Finance Director and Payroll Analyst.
  • Supervises, trains, monitors, evaluates the work of assigned staff; provides direction and technical advice.
  • Reconciles all bank accounts; research discrepancies and makes corrections as appropriate
  • Assists in preparation of the County-wide annual operating budget; analyzes financial accounts to ensure reasonableness and monitors accounts throughout the year to ensure revenues and expenditures are in line with budgets; reviews and posts budget transfers submitted by departments.
  • Assists in the annual audit and preparation of the Annual Comprehensive Financial Report (ACFR); involves with preparation/oversight of audit schedules, year-end accounting adjustments and requests from independent auditors; prepares journal vouchers to reconcile at year end.
  • Develops and recommends policies and procedures consistent with changes in the law, financial software, and County policy; implements policies and procedures as appropriate
  • Reviews and approve weekly check issuance.
  • Reviews and approves requests for purchases; process Purchase Orders.
  • Prepares required state and federal reports such as LGC 203, Annual Financial Information Report etc.
  • Prepares monthly, quarterly or annual journal entries; prepares correcting entries and other entries as needed.
  • Prepares/oversees preparation of fixed asset inventory; reconciles additions, disposals, and transfers; prepares adjusting entries.
  • Compiles a variety of financial information for preparation of periodic and special reports; completes special projects as required.
  • Munis project management, and Munis training to County employees.
  • Handles all reports for P-Card, Speedway bill and gas usage, etc.
  • Performs related tasks as required.

Qualifications:

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Thorough knowledge of the theory, principles, methods and practices of accounting; thorough knowledge of the laws, ordinances and regulations governing local government financial matters.
  • General knowledge of budgetary accounting and reporting systems; ability to prepare complex financial reports; ability to plan, organize and direct the work of subordinates
  • Strong organizational and interpersonal skills, with the ability to collaborate effectively across all levels of the organization. 
  • Proficient in MS Suite, intermediate to advanced Excel skills.
  • Strong analytical skills and attention to detail.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in accounting or related field from an accredited college or university, or an equivalent combination of education and experience.
  • Five years of progressively responsible experience in accounting including considerable supervisory experience, preferably in the public sector.
  • CPA or North Carolina Certified Local Government Finance Officer designation is desirable but not required.

Salary : $70,668 - $104,307
