The Department of Energy's (DOE) WAPA Headquarters is looking for a dynamic and innovative executive to direct the implementation of operational and support programs for WAPA's high voltage electric transmission facilities located in Montana, North Dakota, South Dakota, Minnesota, Iowa and parts of Nebraska.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ1: Demonstrated in-depth knowledge of federal power marketing operations, including the safe, secure, environmentally sound, and reliable operation and maintenance of high-voltage electrical transmission systems. This expertise encompasses the management and operations of electric utility transmission assets, alongside a proven ability to negotiate complex transmission, operations, and maintenance contracts for the wholesale delivery of federal power.

TQ2: Possesses exceptional leadership skills and business acumen essential for managing and directing a power marketing organization. This includes a demonstrated capacity to develop effective short- and long-term power and transmission acquisition and marketing strategies. The candidate must exhibit comprehensive knowledge of the electric utility industry, with substantial experience in adhering to FERC open access requirements, navigating electric energy markets, and understanding the formation, functions, and operations of Regional Transmission Organizations (RTOs).

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Responsibilities:

As the Regional Manager Upper Great Plains Region, you will:
  • Implement all operational and support programs for WAPA facilities across Montana, North Dakota, South Dakota, Minnesota, Iowa, and parts of Nebraska.
  • Develop strategic plans based on organizational assessments and long-term objectives, determining financial and personnel resources, identifying organizational improvements, and overseeing their implementation.
  • Direct the organization, staffing, policies, and personnel authorities, including recruiting regional leadership and technical experts to ensure program success.
  • Plan and implement broad power resource development, transmission, distribution, and marketing policies for the region.
  • Ensure reliable delivery of power and transmission services, overseeing maintenance of the region's power system, developing maintenance standards, and establishing inspection and overhaul intervals.
  • Implement wholesale power and transmission rates to ensure timely repayment of federal investments.
  • Represent WAPA in negotiations and decision-making forums, establishing relationships with governmental bodies, interest groups, and labor unions. Provide leadership in dealing with high-level officials within and outside the federal government, representing the organization to Congress and industry leaders, and strengthening energy sector security and resilience
