This position is responsible for analyzing the development goals and objectives of the county's local units of government and citizens to develop and implement land use plans and County Ordinances to accomplish those goals and objectives within the guidelines of sound planning principles. In addition, the position is responsible for assisting the public in the petition process for rezone and conditional use proposals from initial contact through the hearing and decision before the County Zoning Agency and County Board.

The person in this position acts in a lead role. This position will serve as an expert to other program areas including zoning and conservation. Responsibilities include training and advising employees in the previously described program areas.

Assist with the development of and updates to land use plans to aid in the orderly growth of the county while preserving its natural resources base by working with Southeastern Wisconsin Regional Planning Commission (SEWRPC).
Work closely with the various divisions of the Land Use & Resource Management Department, as well as federal & state agencies when applicable to assure implementation of adopted plans, ordinances, and applicable laws.
Provide input on the interpretation of County Ordinances to the department’s Zoning/Conservation Plat Review and Sanitation divisions .
Assist in the creation of County Ordinances affecting land use including the Subdivision Control/Zoning Ordinance, Renewable Energy, and Telecommunications Towers Ordinance.
Assist in the development and interpretation of the County Land Use Plans for the county, public, County Zoning Agency, and other departments. These plans include: the Regional Land Use Plan, County Land Use Plan, Natural Areas and Critical Species Habitat Protection and Management Plan, County Park and Open Space Plan, Farmland Preservation Plan, Sewer Service Plans, and Town Land Use Plans.
Direct the public in the petition process for rezone and conditional use proposals from initial contact through the hearing and decision before the County Zoning Agency and County Board.
Assist in the establishment of an agenda for public hearings and decision meetings before the County Zoning Agency.
Set up the County Board room for County Zoning Agency meetings.
Attend County Board meetings to provide details of County Zoning Agency decisions to the County Board.
Review project submittals and prepare planning reports on all development proposals.
Discuss and add input from the Zoning, Conservation, and Sanitation division staff to the planning reports for rezone and conditional use petitions.
Review and address public response letters based on applications consistent with the various county ordinances for compliance (Stormwater, Erosion Control, Non-Metallic Mining, Subdivision, and Zoning).
Hold pre-application meetings with rezone & conditional use applicants, engineers, attorneys, county staff, and/or town officials. Provide detailed information on the effect of ordinance requirements and the comprehensive plan on development proposals. Discuss potential outcomes for proposed rezone requests. Review project plans for completeness and accuracy. Provide input on development proposals creating a better project plan, meeting county ordinance requirements.
Facilitate the public hearing and decision meeting process for rezones, conditional uses, and ordinance amendments before the County Zoning Agency. Advise the County Zoning Agency and County Board if a development proposal is in conformance with the Regional and County Land Use Plans.
Estimate rezone and conditional use review process costs for establishment of a fee schedule approved by the County Zoning Agency.
Answer general questions regarding the rezone and conditional use process from the general public.
Interpret conditions placed on conditional use approvals by County Zoning Agency for the Zoning, Conservation, and Sanitation divisions.
Review development proposals and prepare reports that check for compliance with adopted land use plans and ordinances.
Conduct enforcement on large Conditional Use Projects for compliance.
Assist in the preparation and state certification of the county’s Farmland Preservation Plan, Farmland Preservation Zoning Ordinance, and Farmland Preservation zoning maps.
Prepare reports for the State of Wisconsin Department of Agriculture, Trade, and Consumer Protection.
Prepare and present staff reports on sewer service area amendments to the Walworth County Land Conservation Committee.
Administer the compilation and dissemination of resource inventories and maps used in the preparation and implementation of county plans and ordinances.
Administer the development of a Geographic Information System (GIS) in the Land Management Department.
Demonstrate a commitment to county safety and risk management efforts.

Education And/or Experience

Experience in GIS application and aerial photo interpretation is also required.

BARGAINING UNIT: Salaried Exempt Employees

EMPLOYMENT STATUS: All employees of Walworth County are at-will employees.
BASIS OF PAYMENT: Salaried, FLSA Exempt. You are not eligible for overtime or compensatory time. You are required to account for all time absent from your regular work schedule.
SCHEDULED TIME OFF: Accrued based on salary each pay period. All accrued scheduled time off hours are available for use, subject to approval of your supervisor. You accrue scheduled time off (pro-rated for part-time) equivalent to the following:
15 days per year after 1 year of Walworth County Service
20 days per year after 5 years of Walworth County Service
25 days per year after 15 years of Walworth County Service
EXTENDED SICK LEAVE BANK: Used for time off of work for more serious health conditions that require three or more consecutive days off or when on an approved leave of absence.
HOLIDAYS: Ten paid holidays each year. As a part-time employee, you receive pro-rated holiday pay based on your positions budgeted FTE.
INSURANCE: Employees hired into a .75 FTE or higher position are eligible for Health, Dental, Life, Vision Short-Term Disability and Long-Term Disability insurance benefits on the first of the month following 30 days of service provided you complete enrollment forms within 30 days of hire. Life Insurance: The County provides you with term life insurance in an amount equal to $50,000. You have the option of purchasing additional coverage for yourself, spouse, and/or dependent children.
Short-Term Disability Insurance: The County provides you with Short-Term Disability Insurance with premiums paid by the employer.
LTD Insurance: The County provides you with Long-Term Disability Insurance. The monthly premium is 0.83% of your insured monthly wages. The County shall pay 67% of the premium & the employee shall pay 33% of the premium.
