PURPOSE OF POSITION:

The purpose of this position is to meet with applicants/clients to determine initial and on-going eligibility for the income maintenance programs, to receive applications for all phases of the Day Care Assistance program caseload, determine eligibility, approve claims and enter into MEC2, and to coordinate and monitor foster care placement IV-E and Medical Assistance application packets.

 ESSENTIAL DUTIES AND RESPONSIBILITIES:

Meet with applicants/clients to determine initial and on-going eligibility for the income maintenance programs.

 Receive applications for all phases of the Day Care Assistance program caseload, determine eligibility, approve claims and enter into MEC2, to fully utilize the funds available for Basic Sliding Fee Program, complete all necessary reports, and assist with development of the Child Care Plan. 

 Assume Mentor role for the Client and Provider portion of the MEC2 Child Care Assistance program.

 Attend mentor meetings and assist other workers with MEC2 questions, concerns and training.

 Coordinate and monitor foster care placement IV-E and Medical Assistance application packets and advise Financial Workers, Social Workers, Child Support workers and fiscal department of status of payments for children in placement.

 Determine eligibility for Rule 25 CCDTF funding for clients.

 Interact with the Human Services Board, service providers and other social services staff.

 Service clients eligible for either MFIP/DWP fund, transition year, or Basic Sliding Fee Day Care Assistance.

 Assist Social Services, Income Maintenance and Fiscal staff in timely and efficient entry of data into the MEC2 system in order to allow for adequate reporting and management of child care budgets.

 MINIMUM TRAINING AND EXPERIENCE REQUIRED:

Three (3) years of clerical experience and/or experience working with the public, or some combination of the two, totaling three years; or, two (2) years of clerical experience in a social services/human services agency; or two (2) years of study at an accredited two or four year college or university or similar institution.


MINIMUM ABILITIES REQUIRED:

Ability to take the initiative to research case problems and recommend appropriate action. 

 Must have the ability to maintain good working relationships with clients and co-workers.

 Must possess good oral and written communication skills.

 Ability to perform mathematical computations with accuracy.

 Must possess good computer based skills.

Physical Requirements:

The work is sedentary.  Typically, the employee may sit comfortably to do the work.  However, there may be some walking, standing, bending, carrying of light items such as papers, books, and files  Otherwise, no special physical demands are required to perform the work.

 Licensing Requirements:

Valid driver’s license.

 Language Ability and Interpersonal Communication:

Must have the ability to communicate effectively orally and in writing in order to work with clients, other agencies, and other county employees.

 Supervision of Others:

None

 Confidentiality:

Incumbent has access to, and deals with, confidential data pertaining to clients.

 Consequences of Error:

Errors may involve a greater cost than the employee’s own time in correcting the error, and could have an adverse impact on clients.

 Behavior Standard:

Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with clients, co-workers, and management.
