  • Applicant who has experience in real estate, sales disclosure preparation, and assessing personal property for farms, commercial and industrial would be beneficial. Experience with cama data, e-recording, and Arc GIS beneficial but not required. The newly hired applicant will be required to obtain a Level I & Level II Assessor/Appraisal Certification. Level I consists of studying the Real Property Assessment Manual and passing the examination. Level II consists of studying the Commercial & Industrial Assessment Manual and passing the examination.

POSITION DESCRIPTION

COUNTY OF WABASH, INDIANA

POSITION: Deputy Assessor

WORK SCHEDULE: 8:00 a.m. – 4:00 p.m., M-F (1hour lunch) 35 hour work week

Incumbent serves as Deputy Assessor for Wabash County Assessor’s Office, responsible for providing assistance to taxpayers, greeting office visitors, and assisting County Assessor.

DUTIES:

Serves general public and taxpayers, including answering questions and complaints, and providing information on assessing. Answers telephone and greets office visitors, providing information and assistance, and/or directing callers to appropriate individual or department. Performs various clerical duties, including entering data on computer, maintaining assessing records, processing mail, and reading/interpreting maps.

Places assessed value on real estate property, assesses personal property, including individual farms, commercial, and industrial.

Places Homestead Caps on real estate and mobile homes. Calculates mobile home values.

Reviews abatements for real estate and personal property. Reviews sales disclosures for validity.

Processes new construction building permits and enters information in computer for new construction. Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED.

Ability to obtain and maintain Level II certification and maintain 30 credit hours every two (2) years. (county pays for education)

Working knowledge of and ability to make practical application of standard practices, policies, and legal requirements governing Department operations.

Working knowledge of state property tax code, assessing principles and techniques, market values, and ability to apply such knowledge to a variety of interrelated processes, tasks, and operations.

Working knowledge of standard English grammar, spelling and punctuation, and ability to complete Department forms and prepare correspondence and written reports as required.

Knowledge of Department computer programs, and ability to operate standard office equipment, including computer, typewriter, calculator, fax machine, postage meter, copier, and telephone.

Ability to effectively communicate orally and in writing with co-workers, other County departments, and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to provide public access to or maintain confidentiality of department records and information according to state requirements.

Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons.

Ability to understand, memorize, retain, and follow oral and written instructions and present findings in oral and written form.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to work on several tasks at the same time, occasionally under time pressure.

Ability to compute, perform arithmetic operations, such as calculating taxes and property assessments. Ability to maintain accurate files.

Ability to compile, analyze and evaluate data, make determinations, and take action based on data analysis.

Ability to compare or observe similarities and differences between data, people, and/or things.

Ability to plan and layout assigned work projects and apply knowledge of people and/or locations.

Ability to read and interpret detailed prints, sketches, layouts, specifications, and maps.

Ability to occasionally work extended hours and travel out of town for training.

Possession of valid Indiana driver’s license and demonstrate safe driving record.

II. RESPONSIBILITY:

Incumbent performs duties under general supervision with work priorities primarily determined by service needs of the public, supervisor, and seasonal deadlines. Assignments are guided by broad policies and/or general objectives, referring to supervisor for unusual matters. Frequently, decisions are made which are restricted only by Department policies. Errors in work are primarily detected or prevented through standard bookkeeping checks, procedural safeguards, and notification from other departments/agencies, and/or general public. Undetected errors could result in loss of time to correct error, work delays in other departments, and/or inconvenience or loss of money to other agencies or the public.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments and the public for the purpose of exchanging information.

Incumbent reports directly to County Assessor.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs duties in a standard office environment, involving sitting for long periods, driving, keyboarding, lifting/carrying objects weighing under 25 pounds, pushing/pulling objects, bending, crouching/kneeling, reaching, close/far vision, speaking clearly, and fingering objects. Incumbent may be exposed to irate/hostile persons.

Incumbent occasionally travels out of town for training.
