Position SummaryProvides journeyman-level HVAC and refrigeration operations and maintenance support for the medical treatment facility, including preventive maintenance, corrective maintenance, troubleshooting, repair, environmental control support, and emergency response. The employee must perform all assigned work in compliance with the Northeast OMEE PWS, applicable federal/state/local law, installation requirements, safety requirements, and manufacturer instructions.Essential Duties and Responsibilities
  • Perform preventive and corrective maintenance, troubleshooting, repair, adjustment, and operational support for commercial HVAC and refrigeration systems.
  • Maintain air-handling units, rooftop units, split systems, pumps, motors, coils, dampers, controls, exhaust systems, chilled-water and hot-water components, and related HVAC equipment.
  • Diagnose mechanical, electrical, refrigeration, airflow, temperature, pressure, and control deficiencies and restore equipment to proper operation.
  • Recover, evacuate, charge, and handle refrigerants only when properly certified and authorized.
  • Support environmental conditions required for healthcare operations, including temperature, humidity, ventilation, pressure relationships, and critical-area response.
  • Coordinate BAS/DDC troubleshooting with OEM-qualified personnel and perform BAS work only when personally OEM qualified and trained.
  • Complete PM/CM documentation, operating logs, inspection records, refrigerant records, and required Government maintenance documentation.
  • Respond to HVAC alarms, equipment failures, and emergency conditions that could affect clinical operations or patient care.
Required Qualifications and Credentials
  • Minimum three (3) years of HVAC/refrigeration maintenance experience in healthcare facilities.
  • REQUIRED: Massachusetts Refrigeration Technician license when performing refrigeration work on systems having a capacity over 10 tons in the aggregate.
  • REQUIRED: Any additional Massachusetts pipefitting, sheet-metal, gas-fitting, electrical, or other specialty license triggered by the actual work assigned.
  • REQUIRED: One PWS-approved HVAC qualification: NATE, HVAC Excellence Professional Level, ICC, documented recognized journeyman status, qualifying military Level Five or higher HVAC training, or DoD equivalent.
  • REQUIRED: EPA Section 608 certification for any employee who handles refrigerants; Universal certification is strongly preferred.
  • REQUIRED: OEM qualification/training before operating, monitoring, repairing, or modifying BAS/DDC systems.
  • REQUIRED when assigned TAB work: NEBB or AABC certification.
  • Valid driver’s license and ability to meet installation/base access requirements.
  • Ability to read and interpret work orders, equipment manuals, drawings, schematics, technical instructions, and safety procedures appropriate to the position.
  • Ability to work in an occupied healthcare environment and follow infection-prevention, life-safety, utility-outage, and patient-care coordination requirements.
  • Ability to respond to emergency maintenance conditions and perform after-hours/on-call support when assigned.
  • Must maintain all licenses, certifications, permits, training, and qualifications required for assigned duties throughout employment.
Preferred Qualifications
  • Military medical facility or hospital O&M experience.
  • NATE certification and EPA 608 Universal certification.
  • Experience with commercial chillers, AHUs, RTUs, pumps, hydronic systems, critical-space HVAC, and BAS/DDC controls.
Licensing and Qualification ComplianceEmployee shall maintain all professional licenses, certifications, permits, training, and qualifications required by the Northeast OMEE Performance Work Statement and applicable federal, state, and local laws throughout employment. The employee shall provide copies of applicable credentials upon request. Assignment to this position does not authorize the employee to perform work requiring a separate trade, specialty, environmental, safety, OEM, or state license unless the employee possesses the applicable credential. Where state law requires work to be performed under a licensed contractor, master licensee, bona fide representative, or other licensed supervisor, the employee shall perform such work only within that compliant structure.Physical / Work Environment Requirements
  • Ability to perform maintenance work in mechanical/electrical rooms, rooftops, interstitial spaces, ladders, and other facility areas consistent with job duties.
  • Ability to lift/carry tools and materials and perform standing, walking, bending, reaching, climbing, and other physical activities commonly associated with facility maintenance.
  • Ability to use required personal protective equipment and comply with site-specific safety and occupational health requirements.
  • Reasonable accommodations will be considered consistent with applicable law.
Contract and Regulatory References
  • Northeast OMEE PWS §1.5.7 requires the contractor to ensure personnel possess all applicable current and valid professional certifications and licenses required by federal, state, and local law. Journeymen, craftsmen, and tradespersons must have a minimum of three (3) years of experience in healthcare facilities. Applicable credentials must be kept current throughout the task order and provided to the COR immediately upon request.
  • PWS §1.5.7 specifically requires personnel performing HVAC work to have a current license in the state where the work is performed and to be certified through an approved pathway such as NATE, HVAC Excellence Professional Level, ICC, documented journeyman status through a recognized apprenticeship program, documented military Level Five or higher training, or other DoD equivalent. Personnel handling refrigerants must hold EPA Section 608 certification. Personnel operating, monitoring, repairing, or modifying BAS must be OEM qualified and trained. TAB work requires NEBB or AABC certification.
