- Develop, implement, maintain, and continuously improve the Fleet Modernization Quality Management System (QMS).
- Develop and maintain quality policies, procedures, work instructions, inspection plans, standardized workbooks, and quality documentation to ensure consistent execution across all Fleet Modernization programs.
- Establish and standardize quality processes, inspection requirements, and quality planning practices across all Fleet Modernization portfolios.
- Ensure compliance with contractual, NAVSEA, regulatory, customer, and company quality requirements.
- Lead the Fleet Modernization Quality Assurance organization, providing functional leadership, guidance, mentoring, and professional development for Quality Assurance personnel.
- Establish quality training, qualification, and competency requirements for Quality Assurance personnel and support project teams in understanding applicable quality requirements.
- Develop project quality planning requirements and ensure appropriate quality surveillance, inspection activities, and independent verification are incorporated into project execution.
- Conduct independent quality assessments, internal audits, and organizational compliance reviews to evaluate the effectiveness of the Quality Management System.
- Monitor project compliance with contractual quality requirements and identify, communicate, and escalate quality risks that may impact cost, schedule, customer acceptance, or mission success.
- Establish and oversee processes for documenting, controlling, dispositioning, and resolving nonconforming work, material, and quality deficiencies.
- Lead and validate corrective and preventive actions, ensuring root causes are identified, corrective actions are implemented, and long-term effectiveness is verified.
- Analyze organizational quality trends, recurring deficiencies, and performance indicators to identify opportunities for continuous improvement.
- Develop, maintain, and present organizational quality metrics, dashboards, and executive reports that provide meaningful insight into Fleet Modernization performance.
- Capture, communicate, and institutionalize lessons learned to improve execution, reduce rework, and strengthen organizational performance.
- Serve as the primary quality interface with customer quality organizations and represent Fleet Modernization during customer audits, inspections, quality reviews, and major program milestones.
- Coordinate responses to Corrective Action Requests (CARs), quality-related Customer Feedback Reports (CFRs), audit findings, and other customer quality concerns.
- Establish supplier and subcontractor quality expectations and support supplier quality surveillance, quality flow-down requirements, source inspections, and supplier corrective actions, as required.
- Support proposal development by defining quality planning requirements, evaluating quality risks, and developing quality approaches for new business opportunities.
- Collaborate with Operations, Engineering, Procurement, Strategic Analytics, Business Intelligence, and other functional organizations to improve organizational performance through quality-driven process improvements.
- Support Contract Performance Assessment Reports (CPARs), customer performance reviews, and quality-related contract actions by providing quality metrics, analysis, and corrective action strategies.
- Lead periodic Quality Management System management reviews and recommend improvements to leadership to enhance organizational effectiveness and customer satisfaction.
- Promote a culture of quality, accountability, continuous improvement, and mission-focused execution throughout Fleet Modernization.
- Develop the Fleet Modernization Quality strategy and annual objectives aligned with business and customer priorities.
- High School Diploma / GED
- Ability to obtain a Secret Security Clearance
- Eight (8) years experience in Quality Assurance and Quality Control
Salary : $80,000 - $160,000
