Overview

VTG is seeking a Mid-Level Program Analyst to support the Electromagnetic Environmental Effects (E3) Program at the Washington Naval Sea Systems Command (NAVSEA). The position provides comprehensive programmatic and technical support to eight E3 field activities performing critical missions in Spectrum Management, E3 Training, Electromagnetic Interference (EMI), and Electromagnetic Pulse (EMP) operations globally. This role also involves regular collaboration with NAVSEA, OPNAV N2N6, and various stakeholders to ensure consistent execution and compliance with Navy policy and standards. This is a hybrid role located in Washington, DC.

What will you do?

  • Support the execution of the E3 program through the development and review of Task Planning Sheet (TPS) documentation and Statements of Work (SOW).
  • Generate and manage over 160 program deliverables including White Papers, Monthly Status Reports, Risk Analyses, and TPS metrics workbooks.
  • Develop, maintain, and advise on risk management policies; coordinate with leadership for consideration and implementation.
  • Monitor and stay current on tasking, policies, and instructions from OPNAV N2N6 and NAVSEA 05I.
  • Maintain situational awareness of relevant E3-related Military Standards (MIL-STDs) and ensure alignment with field activity operations.
  • Track and archive program performance data and maintain supporting documentation for reporting purposes.
  • Serve as liaison with SEA 05H4 leadership for the review and approval of Electromagnetic Compatibility (EMC) and Radiation Hazard (RADHAZ) certification naval messages.
  • Proofread and edit 90 draft certification messages; coordinate with System Integration Managers (SIMs), System Design Managers (SDMs), and technical leads for concurrence and accuracy.
  • Prepare, format, and submit final naval messages to the NAVSEA Message Center; manage classified tasking and message release in accordance with security protocols.
  • Provide daily EMC certification status and Departure from Specification (DFS) updates to NAVSEA 05H clients.
  • Participate in Warfare Collaboration Panels and SYSCOM Decision Panels; brief stakeholders on certification risk assessments and program status.
  • Support the Warfare System Certification team by processing over 100 naval message release packages annually.
  • Format and submit final drafts for 100 General Administration messages in accordance with Navy telecommunications formatting standards (NTP 3).
  • Lead executive assistant for OPNAV USN/USMC E3 Integrated Product Team (IPT); produce monthly meeting summaries.
  • Provide written summaries for E3 program monthly meetings and document program performance and risk updates.
  • Manage E3 program calendar events and retain access to multiple E3-related data systems and portals (e.g., STAN/CSTAN, eDFS, NIWC Training Portal, NAVSEA document routing).

Do you have what it takes?

Required Skills

  • Minimum at least 3 years of program analysis or technical writing experience, preferably supporting Department of Defense or Navy programs.
  • Bachelor’s degree required; advanced degree preferred.
  • Must possess and maintain an active SECRET clearance.
  • Experienced in Naval message processing procedures.
  • Experience working with NAVSEA, OPNAV, and/or Navy certification processes.
  • Exceptional organizational, verbal, and written communication skills.
  • Proven experience with Microsoft Office Suite, especially Word, Excel, PowerPoint, and Outlook.
  • Strong attention to detail and ability to manage competing priorities in a fast-paced environment.
  • Knowledge of NTP 3, MIL-STDs, and Navy message formatting is highly desirable.

VTG’s estimated starting pay range is $80,000-$110,000 which is a general guideline for the geographic location. When extending an offer, VTG also considers work experience, education, skill level, market considerations and may possibly include contractual requirements which may cause an offer to fall outside of this range.
